New drive-thru coffee shop could be coming to site opposite Telford Lidl store as major chain lodges plans

Telford & Wrekin Council has teamed up with Costa Coffee on a plan to build a drive-thru coffee shop on a vacant piece of land in Madeley.

If planners at the council approve the proposal for the 2,628 sq metre site the cafe will be open 5am to 11pm seven days a week and employ some 15 people in full- and part-time roles.

The council-owned land opposite Lidl in Madeley Court Way has previously been used as an overflow car park.

A proposal to build houses there fell through for technical reasons and retail use was also mooted.

Now officials are proposing that borough planners should approve the use of the land for a drive-thru coffee shop with parking spaces, electric vehicle charging points and landscaping.

The scheme's applicants are Telford & Wrekin Council and Costa Limited, with biT, a property development, design and project management consultancy owned by the council, acting as agent.

"The housing development to the north of the site had previously included the development site within its redline boundary, however, due to the change in ground levels and natural screening along the bank this section of the site was not utilised for any residential plots," the agents have told council planners.

"The proposed development will provide a new offer for Madeley district centre and the wider context of south Telford.

"The proposal will create new drive-thru facilities to enhance the experience of visitors to Madeley Court Way as well as those passing through the area."

Officials say the surrounding area includes a park and a secondary school, which generates foot traffic at peak times.

"It is a heavily commuted area, that has shown lots of morning and evening activity including weekend shoppers," the agents wrote.

"Telford & Wrekin Council, as landowner of both site and the access road outside of the adopted highway, will ensure that there are appropriate mechanisms for future occupiers to access the site in its entirety."

The proposals include 23 car parking spaces, six for electric vehicles, two for blue badge holders and 15 standard spaces.

Among those being asked for feedback are borough councillors Derek White, Paul Watling and Janice Jones and Madeley Town Council.

A public consultation has opened on the Telford & Wrekin Council website (reference number TWC/2026/0504).
