Bid to demolish former Shrewsbury sixth form building for student housing gets nod from planning officers

A bid to demolish a building to make way for student housing has been backed by Shropshire planning officers.

The proposal to demolish the former Shrewsbury Sixth Form College at the Tannery, Barker Street will go before Shropshire Council's Central Planning Committee next week.

Approval of the application is vital for the council to proceed with plans to build three blocks of accommodation for 217 students at Shrewsbury's new university.

The site is located in Shrewsbury's "town centre special character area", part of the town's conservation area, however conservation officers have said the new halls would enhance the appearance of the street.

In a report compiled by Shropshire Council officer Jane Raymond it says the Tannery "is of relatively modern construction, is tired in appearance and does not contribute positively to the visual amenity of the surrounding area and the street scene."

The report adds that "there is no objection in terms of historic environment matters to the demolition of the existing building which presents an opportunity to enhance the site in this key location within the town centre."

An appraisal by Mrs Raymond also backs the idea that the new buildings would improve the area.

She also states that time constraints mean it is necessary for work to begin on demolition immediately.

It is intended that the halls will be completed in time for students to move in ready for September 2015.

The appraisal says "the existing building is a modern 20th century building of no architectural interest or merit and it is considered that its loss will enhance the appearance of the area."

It adds: "However, it is acknowledged that a large gap in the street scene could have an adverse impact on the character and appearance of the area and it would be preferable to have permission for a replacement building secured prior to its demolition.

"However there are time constraints with the re-development of this site and it is hoped that the proposed university student accommodation buildings to be considered under a separate application will be constructed and completed by September 2016.

"It is hoped that the application for the student accommodation on this and adjacent sites will be ready to be presented to committee in October but in order to meet the tight timetable if this application for demolition is approved there is a requirement for there to be no pre-commencement conditions so that work on the demolition can begin immediately."

The application will go before the committee at Shirehall, Shrewsbury, on Thursday.
