The authority is also on the lookout for a new home once its current base at the Guildhall is taken over by University Centre Shrewsbury when the new term gets under way in September.

The plans are being considered as part of a proposed investment and development plan, which would see the town council take over services and facilities currently run by Shropshire Council.

Councillor Alan Mosley, leader of the council, said things were looking optimistic, adding: "The town council is ambitious to expand its services and facilities and we are looking in depth at our assets and resources to see how we can do that, better serve the residents of Shrewsbury and protect and promote their interests."

The council is looking at revamping the play area in The Quarry, with around £500,000 earmarked for a makeover which could include a "splash park" with water features. It has also submitted a bid to Shropshire Council to take over the running of youth services in the town.

It is understood that other potential services and sites include Meole Brace Golf Club and the running of CCTV in the town.

The review will also look to identify new premises for the council, with its current base at the Guildhall being taken over by Shrewsbury's new university.

Members of the council unanimously supported a motion at a meeting held in June to create the investment and development plan, which will look to "consolidate, improve and extend the council's service over the next three to five years".

The working party will begin by making recommendations on the best way for evaluating resources and consulting with residents, staff and people with an interest.

It will also aim to identify the various needs of the council and the town, including its own accommodation, as well as identifying new opportunities for growth.

It is hoped initial work, including drawing up full terms of reference and recommending a budget for the plan, will be completed by October.

Councillor Mosley added: "The quality of work done by our staff is renowned throughout the sector and we believe it is now time to establish plans for future developments.

"We will be assessing our assets, consulting widely and reviewing opportunities for improving and extending the facilities and services we provide for all who live, work and visit Shrewsbury.

"The IDP will be a valuable tool to guide us in moving forward, offering a secure and progressive future for residents, staff, stakeholders and visitors and will be based on our clear objectives in putting Shrewsbury first."
