The man, who has not been identified, is believed to have shouted at Mr Lam to jump before he fell to his death from Telford's Southwater car park.

Police are also keen to speak to groups of teenagers who gathered near Wilkinson's just outside Telford Shopping Centre, as they believe they also shouted at 42-year-old Mr Lam before he fell last Saturday.

They have also appealed for any witnesses to come forward, who have any information and they are confident the individuals will be prosecuted.

Detective Inspector William Scott from West Mercia Police said: "The investigation is still ongoing but we have questioned and released a man in his late 20s, who we believe told Mr Lam to jump.

"We are also trying to identify different groups of young teenagers who we think were also involved or may have information and we are currently speaking to the crown prosecution service about how we can prosecute anyone involved.

"We are currently in discussions with the CPS to establish whether any individuals involved committed offences for which they could be prosecuted and if so we will take appropriate action.

"I would also appeal to any witnesses who were present that day to contact us by calling 101."

An inquest into Mr Lam's death will open on Wednesday.

Almost 10,000 people from across the country have now signed a petition urging the police to find and prosecute anyone who may have taken part.

Antonia Ireland, from Telford, said on the page: "I worked with this gentle, kind man who wouldn't hurt a fly, and its beyond belief that 'human beings' would treat anyone with such cruelty and lack of compassion. God bless you Ian."

Liz Steventon, said: "The people of Telford need to stand together and show the rest of the country that we are not a careless town. Report any of these people that shouted and or filmed a desperate man."
