Morgan did not put a figure on McCarthy's transfer fund, but his reassurances have paved the way for Wolves to step up their interest in top striker targets Freddie Eastwood and Billy Sharp.
The Wolves manager will present a definitive list of targets to the board later this week - but Sharp and Eastwood will figure prominently among his most wanted.
Southend forward Eastwood has told friends in the game he is keen on a move to Wolves - and with the Shrimpers in League One he will definitely be leaving the Essex club this summer.
His stock has dipped slightly after he suffered a drop in form at the end of last season, but McCarthy sees real potential in the 23-year-old striker.
McCarthy is also a long-standing admirer of Sharp - who was Andy Keogh's strike partner at Glanford Park last season.
Scunthorpe have slapped a fee of at least £2m on Sharp, but have made it clear they are prepared to let him leave if an offer emerges that is suitable to all parties.
Wolves will face stiff competition from Sheffield Wednesday for the forward, but his friendship with Keogh may give the Molineux men a strong bargaining position.
News that Morgan and McCarthy have already begun putting plans in place for next year is sure to whet Wolves' fans appetites for the forthcoming campaign.
