Data released by the Driver and Vehicle Standards Agency shows that between April 2024 and March 2025, showed Wolverhampton, Dudley and Birmingham among the lowest theory test pass rates in the UK.

Figures show pass rates for all three areas of the West Midlands below half - with Dudley appearing to struggle the most with just a 38.2% pass rate.

The borough was closely followed by the city of Wolverhampton with 38.5%.

Birmingham, while still appearing among the ten areas with the lowest pass rates, has the highest of the West Midlands areas with a 40.4% pass rate.

The theory test, which assesses knowledge of The Highway Code as well as hazard perception skills, is a key step for anyone hoping to gain a full driving licence.

While national averages vary from year to year, the latest data indicates that learner drivers in these areas are passing at a noticeably lower rate than many of their counterparts elsewhere in the country.

The figures have prompted fresh attention on driver education and road safety standards in the area, as passing the theory test remains a crucial milestone before learners can progress to their practical driving exam. Now, learners are being encourage to revise for their theory in another way.

Scrap Car Comparison, the UK’s largest scrappage comparison provider, has transformed The Highway Code into a bedtime story-style audiobook. The recording is narrated by Vicki Butler-Henderson, best known for presenting Fifth Gear.

Called The Highway Code: Bedtime Story, the audiobook leans into the book’s reputation for being dry and repetitive. It is free to listen to now on Spotify, along with Apple Music, Amazon and YouTube.
