Established Shropshire animal rescue centre applies for new building in the countryside

A well-established animal rescue and rehoming centre in the Shropshire countryside has applied to construct a new kennel building.

Hilbrae Pets Hotel and Kennels in Cold Hatton, north of Telford, is seeking approval from planners at Telford & Wrekin Council for the 130 sq-metre unit to ‘enhance’ its facilities.

“Hilbrae Kennels is an existing, well-established animal rescue and rehoming centre, playing a vital role in the welfare of animals in Shropshire and beyond,” Shrewsbury-based planning agent Nick Gregory has told council planners.

“The proposed new building is intended to enhance the existing facilities, providing improved accommodation for animals and operational efficiency for the staff.

“The construction and design of this new kennel building will comply with or exceed the relevant guidelines for animal welfare.”

The new building would have five individual kennel units.

If approved the plans would see a modular construction based on ‘click and fix’ interlocking plastic planking.

The agent writes that the double-skinned nature of the planks and polystyrene insulation provides “excellent thermal properties and a minimum noise reduction of between 20-25 per cent in decibels.”

Council planners have been sent details of sound test results showing “significant sound reduction at various distances.”

The council has given feedback on the project at pre-application stage.

As long as evidence is given, officials say “the principle of development is considered acceptable to support the modest expansion of this well-established facility.”

The agent concludes that the proposed new kennel building “has been carefully considered in terms of its design and access provisions.

“The design is sympathetic to the existing character of the site and its rural surroundings, utilising appropriate materials and scale.

“Access arrangements are robust, relying on existing infrastructure.

“The development will enhance the vital work undertaken by Hilbrae Kennels, providing improved facilities for animal welfare without detrimental impact on the local environment or amenity.”
