Plan to demolish Telford bungalow and replace it with two-storey 10 bed HMO
It follows investigations into the property’s structural soundness
A property owner wants to demolish a Telford bungalow and build a two-storey HMO for 10 people in its place.
Nazir Hussain, of Arleston, revised plans after finding that the property in Mill Bank, Wellington, was not structurally sound enough to have an already approved second storey added.
"Planning permission has previously been granted for a vertical extension to the existing bungalow to create a six-bedroom HMO," planning agent EMS Design, of Market Drayton, has told Telford & Wrekin Council.
"However, subsequent structural investigations revealed that the existing foundations are inadequate to support the proposed additional storey.
"It is therefore proposed to demolish the existing structure and replace it with a new, purpose-designed two-storey building with a slightly larger footprint to provide improved accommodation standards and a more sustainable design."
The agent added that the plan would "enhance the character and appearance of the street scene through improved design and materials; and provide safe and convenient access, parking, cycle storage, and waste facilities”.

Two extra parking spaces have been proposed which would bring the total up to five, the planning documents show.
Planners have been told that the overall footprint of the planned building is slightly larger than the existing bungalow to enable appropriate internal layouts and compliance with HMO space standards, while maintaining a scale appropriate to the context.
"The building will accommodate 10 en-suite bedrooms arranged over two floors.
"Communal kitchen and living spaces will be provided on the ground floor.
"External areas will provide off-street car parking spaces, secure cycle storage, and a screened bin store."
The agent stated that the principle of an HMO at the site has already been accepted through a previous planning permission.
Planners have been told that the proposal represents a "logical and sustainable" evolution of the previously approved scheme.
"The demolition of the structurally inadequate bungalow and replacement with a purpose-built two-storey HMO will deliver high-quality energy efficient accommodation in a sustainable location, respect the scale and character of the surrounding area, provide safe and convenient access, and parking facilities, and enhance the overall appearance and environmental performance of the site.
"The proposal is therefore considered to be acceptable in planning terms and worthy of support."
