Powys County Council’s domiciliary support service has received an exceptional inspection report from Care Inspectorate Wales (CIW), achieving the highest possible rating of “Excellent” in every area inspected.

Inspectors praised the service’s highly personalised, compassionate approach, skilled workforce and strong leadership.

In a rare outcome, the inspection identified no areas for improvement and no priority action notices, reflecting the consistently high standards being delivered across the service.

The report found that people achieve excellent well-being outcomes because they receive highly person-centred support that helps them maintain independence, achieve personal goals and remain connected to their communities.

Inspectors highlighted the creativity, compassion and professionalism of staff, while people using the service and their families described staff as “amazing”, “kind” and “always smiling”.

Councillor Pete Roberts, Cabinet Member for a Caring Powys, said: “This is a truly outstanding achievement and one that everyone involved with the service should be incredibly proud of.

“To receive the highest possible ratings in every area is remarkable, but for CIW to identify no areas for improvement makes this achievement even more significant.

“The report recognises the dedication, professionalism and compassion shown every day by our staff, who make a real difference to people’s lives across Powys. Their work helps residents remain independent, connected to their communities and able to live with dignity in their own homes.

“This is a fantastic example of our commitment to creating a Stronger, Fairer, Greener Powys by supporting people to live well, reducing inequalities and helping communities thrive.”

The inspection is particularly notable as it comes during a period of significant change for the service, including remodelling and leadership changes, while continuing to support people with increasingly complex needs. Despite these challenges, inspectors found a service with strong leadership, effective governance and a culture centred on respect, dignity and inclusion.

Inspectors also highlighted high levels of confidence in the service from people, families and partner professionals, together with a strong commitment to continuous improvement and staff development.
