A dog walker discovered the distressing scene while in the woods near Atcham on Monday.
It appears the animals were part of a flock of 200 sheep which was grazing in a nearby field.
It is believed they were stolen overnight on Sunday.
The sheep appeared to have been butchered at the scene with the unwanted and inedible parts of the sheep, including the heads and skins, left behind.
A number of wire nooses were also found hanging in the trees.
The crime has been reported to officers from West Mercia Police.
