West Midlands Ambulance Service said that the length of time was due to the call being categorised as one with a target response of two hours, and because there were no ambulances available across three counties to respond to the incident immediately.

The woman had fallen in Ludlow at around 2.16pm on Sunday.

The ambulance arrived at 3.37pm, an hour and 21 minutes after the call was placed.

Ambulance spokesperson Claire Brown said: "We received a 999 call to reports of a patient who had fallen outside on Broad Street, Ludlow at 2.16pm on Sunday, January 14.

"The 999 call was categorised as a C3; a target response to arrive in under two hours.

"Unfortunately, at the time of the call there were no ambulances available across Shropshire, Herefordshire or Worcestershire to respond to this call.

"An ambulance arrived on scene at 3.37pm, one hour 21 minutes after the 999 call was made. The woman was assessed and taken to Royal Shrewsbury Hospital for further checks."
