Welwyn in Sundorne Road, Shrewsbury, is run by Condover College and has been in business since 2004. It was visited by inspectors from the Care Quality Commission in May.

At the time of their visit there were six people resident at the home which provides accommodation and personal care for people with learning difficulties and those with complex needs including visual impairment, physical disabilities and communication and behavioural issues.

In their report, the inspectors found that residents were safe and supported to take their medicines by trained and competent staff.

"People and those that mattered to them were involved in the development of their care and support plans which were regularly reviewed," the report said. "Staff were knowledgeable about the people they supported including life histories, hopes and dreams.

"They took part in a wide range of activities including education, vocational and leisure. They were supported by a staff team that was passionate and motivated."

The home was also praised for its speech and language therapy team which works with individuals to develop their personal communication styles. Another area where the home came in for praise was the physiotherapy unit, which "maximised people's potential for movement. Trained staff provided consistent therapeutic care."

The management was said to provide support to the staff who felt valued in their roles. Residents also felt they were approachable and listened to their concerns and acted on them. They also said that the management was open and transparent and learned from incidents.

The home was rated as outstanding in keeping its residents safe and in being responsive to their needs. It was rated good for being effective, caring and well-led.

Jo Turley, head of care and support, said: "We are absolutely over the moon to have been rated as outstanding and it is a testament to the hard work of all our staff. We have 12 homes around the Shrewsbury area. Nine of them were inspected during 2016, eight were rated as good and one was outstanding.

"We treat people as we would want to be treated and to provide them with the best opportunities they can have and be part of the community," she said.
