Barn plans likely to be refused for second time

Plans to build a barn on a sloped field near Knighton have been recommended for refusal for a second time in three months.

The applicant, Ella Hammel, wants to build a barn  to store machinery and fodder on the field knwon as The Slangs near Cascob. The application has already received 11 letters of objection from residents for a variety of reasons including visual impact, location and lack of proper notification. The fear is the agricultural buildings/barn would eventually be used as a home.

Councillor Hywel Lewis said: “As with the previous application, the size and impact of the proposal is the same, which the committee rejected by a very strong majority.

“Therefore, I object in the strongest possible terms to this application for the same reason as previously, in that it does not comply with policy and would have an unacceptable adverse effect on the valued characteristics and qualities of the Powys landscape.

“The visual impact would be considerable, from the opposite side of the valley where the bridal path which runs along where the road is situated.”

Councillor Lewis also requested that he be allowed to speak at the committee.

The planning report states: “It is considered that the proposed development would be seen as having an unacceptable adverse impact on the landscape and visual impact of the surrounding area. The recommendation is one of refusal.” Since December 2017, there have been five planning applications to build at The Slangs.

Four have been refused and one was withdrawn.

The last one was rejected at a planning meeting in February.

In March, a Welsh Government planning inspector upheld an enforcement notice by Powys County Council against Ms Hammel, which stopped the use of the field for residential purposes.

A caravan and all temporary buildings there need to be removed following the previous decision.
