An application for outline planning permission to build nine new homes on the land to the north of Winston Fields in Tetchill near Ellesmere was submitted to Shropshire Council in September.
The new homes would extend a recent development of ten houses, built on land currently in use for agricultural purposes.
The plans came under fire from residents, who argued the small village did not have the amenities to support more housing.
At the end of October, they were rejected by Shropshire Council planning officers, who ruled that the scheme was in an "unsustainable location for development" and that it would be an "unacceptable encroachment into open countryside".
But in November, the outline scheme was back before the planning department and developers hoped they could "overcome and rebut" the previous reasons for refusal.
