In August, Lauretta Homes Ltd submitted an application to turn a bungalow on Calcott Crescent in Bicton Heath, near Shrewsbury, into a care home for two children.
According to the application, the home would provide a "suitable care facility" for the company, which provides "essential care for children with emotional and behavioural difficulties".
Supporting documents provided with the application say the facility would provide residential, therapeutic care for young people between the ages of eight and 17 who have suffered traumatic childhood experiences.
