The girl was at a funfair at Whitchurch Rugby Club with friends when a man approached her, grabbed her arm and pulled her.
The incident happened at about 5.15pm on Saturday and the girl was able to break free from his grip and left the fair otherwise unharmed making her way home.
She was left upset and distressed and police are trying to find out more information about the man.
He is believed to be white, in his 40s, of medium build with dark hair, and was wearing a grey hooded style top, and grey jogging or tracksuit bottoms, and may have had a lower tooth missing or a gap in his lower teeth.
It is thought the man left the funfair and then walked along a footpath and cycle lane which runs from Edgley towards Wayland Close and past a busy children's play area.
Detective Sergeant Rob Mountford, of the Shrewsbury criminal investigation department said: "We believe the fair was still busy at that time, and the area concerned was busy with walkers and people enjoying the sunshine.
"We would ask anyone to contact West Mercia Police with any information that they have, or if they believe they have seen this man during the afternoon concerned or know of his identity."
Police said extensive enquiries have been conducted into the incident including house to house enquiries on Sunday, looking through CCTV and officers speaking with potential witnesses.
Anyone with information can contact West Mercia Police, Shrewsbury CID on 101, quoting incident reference number 0525 of April 18.
