Brogyntyn Hall, a Grade II-listed building on the edge of the town, could see the east wing knocked down - reducing living space by a third.
They also want to build 50 homes in the grounds of the estate and to convert a farm house into 11 homes.
It is hoped the proposals will attract buyers and secure the site's removal from the Heritage at Risk register.
