Leader: Is our money being spent in the best way?

Ask your average person in a Shropshire street where the cuts should fall in these straitened times, and there will not be many who say the fire service should be a priority for the axe.

Ask them again if it is a good idea to close five Shropshire fire stations to try to balance the budget, and you can guess the likely answer to that too.

This would not be a trimming of the soft underbelly of public services and council spending. This would hit the front line – the teeth.

The police are facing similar difficulties in trying to save money without lessening the quality of the delivery of their primary function, to combat crime and provide a safe society.

This weekend firefighters will be out and about asking Shropshire residents if they would be prepared to pay a few extra pence on their council tax to head off the potential closure of fire stations.

It is, of course, the crucial question. Everybody wants the services. But are we prepared to pay for them?

The fact that fire station closures are being considered at all suggests that there is something wrong with the way the search for savings is being conducted.

It is almost a cliche that when times are hard and cuts are needed there is a list of favourite victims.

For instance, shut down some libraries and reduce the hours of others, and you hurt the public – a sort of “feel the pain, but we’re not to blame” message.

Meanwhile look on Shropshire Council’s website and it is advertising for a “best interests assessor in the deprivation and liberty safeguards division.”

It does make you wonder whether there is still some way to go before every single penny of Salopians’ council tax is spent effectively.

    What a shame you simply looked at the job title on SCC’s website & didn’t read any further. No doubt you though such an editorial would strike a chord with your readership, another council ‘non-job’ being recruited to whilst the Fire Service, a ‘proper’ service, is making cuts.

    The job description makes it clear that the person being sought for this ‘non-job’ will be:

    “a Social Worker, first level Nurse, Occupational Therapist, Chartered Psychologist, with two years post qualifying experience and be registered with the appropriate professional body before commencing duty.”

    They will be dealing with statutory obligations under legislation dealing with “authorising the deprivation of liberty of people who lack the capacity to consent to treatment or care in either a hospital or care home when it is needed”.

    In other words, making a reasoned & balanced assessment that said person is not actually able to make the right decision for themselves.

    That’s a real ‘non-job’, eh? Dealing with the care of some of society’s most vulnerable people? , I’d have thought you’d have been glad to see a trained professional being sought, rather than seeking a cheap, rabble-rousing headline. For sure SCC are getting plenty of things wrong currently, but you’ve picked the wrong target here.

    If this is the standard of editorial we get from the Star these days, thank heavens you are confined to prattling off meaningless articles and aren’t in a real job, one where you have to deal with people’s real lives…

        Perhaps you hadn’t read comment #1 from Rick Shaw before posting – if not I suggest you read it and reconsider your opinion of this role.

        I wouldn’t like to have to make important decisions on behalf of those unfortunate enough by virtue of disability or perhaps senility to lack the mental capacity to decide for themselves. Such a job must need detailed medical, ethical and legal knowledge to be carried out correctly – and the council has legal obligations in respect of such matters and a duty to hire competent and qualified people to ensure these obligations are carried out to the letter.

        Simply because you cannot grasp the nature and importance of such matters, or perhaps have not known anyone in need of such services, doesn’t mean it can be dismissed in such a glib way, as a ‘non-job’. We have correspondents who suggest that there are plenty of people on benefits who could do such jobs – but where are they? Are there really suitably-qualifid people willing to do such jobs in the dole queues? I doubt it.

        According to last week’s Telford Journal, when the public were asked to suggest things that the council should cut back on, amongst their most popular suggestions was to cut back on bonuses for staff and on paying for Christmas parties.

        The council had to point out that savings in these areas were unlikely – since they pay for neither item in the first place! These imaginary ‘perks’ exist only in the minds of those ignorant enough to have a blind prejudice against all publice servants, regardless of what they do.

    I’m sure most people would be in favour of such an increase, if they have their priorities right.
    Now let us ask Wem council, why they are wasting £100,000 on a town square when vital services such as the Fire Service are out begging for support.

      agree the council wastes money but i totally support the wem square idea, its not a waste if it reinvigorates the town centre and creates a nice space so people can shop, relax and brings in more shops and tourists etc

    Considerable savings could be made to the county’s education budget if secondary schools axed their numerous Deputy Heads along with their Senior Management Teams. The majority of those occupying these overpaid and supernumerary positions seem to be permanently away on courses or attending meetings. A total waste of money.

    The problem is two fold , an over inflated public sector being led by an overly militant union whose sole agenda is of its own self interest and not that of tax payers’ or indeed its members. It is the classic socialist disease of over manning and restrictive working practices that are once again unaffordable; be that in the fire service ,health ,education or indeed any public subsidised industry. It doesn’t matter how you view the problem the resolution is to cut jobs modernise working practices and accept having to work harder! The greatest sadness is that to achieve such aspirations in government it always takes so long to implement.

    Look at the expenses councillors claim for travel, meeting allowance and food, this information should be readily available on the councils web site, this is what we are paying these people to spend our money. then they want to cut back on essential services I would sooner have a fire engine available than 20 councillors stuck in a meeting room eating and drinking my hard earned council tax.

      The information you request IS on the Shropshire Council website, although travel and subsistence is taken together. No meals are provided for Councillors at Shropshire, not even sandwhiches for evening meetings. Many members have to travel miles even to get to meetings, especially those from the south of the county.

        My heart almost bleeds for you… but when you claim for Basic Allowance + Special Responsibility Allowance + Travelling and Subsistence Allowance and it adds up to over £40000 per year I think maybe you can pay for your own sandwiches.

        Why should sandwiches be provided if subsistance is paid, as a councilor you clearly want to have your cake and eat it.

        All councilors know what the T&C are, before their egos put them forward for election.

        Attending a few meetings, being paid to vote in the way that the party whips tell them is not worth the excessive fees paid to them.

        If you want to do it for benefit of the community, do so without takingthe communities cash.

    In one word. Scaremongering.
    What a lot of people don’t realise is that some of the Retained stations are very badly managed and would make little difference if they were closed.
    Some stations have close to full manning and have “Retained Support Officers” (Costing in excess of £22K Per annum to sit around at the station doing very little)- at some stations two are required on a almost daily basis during the week.
    This is due to certain staff can’t give the cover that they are employed to due. (Either 100% of their time or around 75%. (The Brigade don’t manage this well in my experience)
    The Brigade are also to blame as they also employed these people thinking that they could give cover and when they don’t do very little about it.
    Don’t get me wrong, some are very hard working but it would be interesting if the Shropshire Star would get a freedom of request to see how much cover the Retained Support Officers actually cover these stations.

    It would also be interesting to see if how often these stations “go off the run” through lack of manpower. There’s no point in moaning about station closures if the station isn’t on call anyway.

    It is clear that you are in the fire service in shropshire and you seem to have unresolved issues but why do you not name the station you are critisising? or would doing that blow your cover?

      I’m not here to blow “any” cover, indeed I’ve used my name. I’m not on here with any personal vandetta at either Stations or personnel as there are hardworking people at even the underperforming ones. (Although there are many staff that need a kick up the backside and improving hours).
      My gripe is with the Brigade in that they are sending Firefighters out ‘canvassing’ to see if people would pay more when the organisation itself is responsible for the lack of cover and money (And ultimately suggested station closures). This is not a recent occurence, it is many years of mismanagement and Officers ‘turning a cheek’. The Fire Brigade is always shown in a good light and if money needed they use their top trump card – Station closures and ultimately higher risk to the general public. Poor show.
      Whilst they can hardly cut wholetime stations, they can can retained. The problem is they are so cost effective when they are manned correctly and people do their hours.
      Unfortunatly, this does not happen.

    simple answer = no

    having worked in both public and private sectors in shropshire for years i have seen awful waste in both areas but the non-jobs at the council are an insult to the real workers there who clean the streets, protect the elderly, enforce the law etc, they could save themselves atleast a couple of million in my opinion just by reallocating duties around equality and diversity etc to exisiting managers rather than employing dedicated officers full time on it

    I understand there is currently a recruitment freeze at Shropshire Council. This means only absolutely critical posts should be advertised. What Shropshire and many councils has done in relation to cuts is to take a broad brush approach. All departments have been asked to make similar levels of cuts. This means critical front line positions are being treated in the same manner as backroom functions. No account has been taken of economies of scale and the true impact of equivalent cuts. So parts of the Council struggling to meet their legal obligations (such as public protection) have been asked to take the same level of cuts as HR. The effect of this is a greater reduction in service standards in those areas whilst ‘less important’ and non statutory functions are getting off fairly lightly.

    the public sector is a joke, how can they care about the bottom line if they dont get a bonus or anything they have no stake so they spend money like it grows on trees, they need a proper system of bonuses to reward success and coupled with that a rigid system of sacking the non performers

    Sending emergency personel out to beg for funds is not new I recall ambulance personel doing the same some years ago.

    Let’s face reality most fire fighters, and I use that term loosely,do it for their own gratification … ‘the glory boys’ as they are more commonly known! by the real emergency services.

    Everyone rings their praises and offers them medals for the menial of tasks and service, let’s get concrete, there are many people in this world who perform voluntary services above and beyond the call of duty and seek no reward, the fire service seek self gratification for just doing a job, and the chief’s earn a very high salary and pension as do many of the full time fire fighters.
    I know because I have been there. Let’s face it you don’t have to be the brightest button on the shirt to, on the rare occasion, tackle a fire.

    Retained fire people are confused locals who are brain washed into thinking that they are an emergency service…. No big deal really.

    There will always be people willing to volunteer to be quasi military glory boys who are paid a pittance in return for some local community gratification, just a part of mr cameron’s big society.

      So true. I’m ex retained who left due to realising that there was too much PR spin and local management fraud (Retained hours are not well monitored and open to massive financial abuse – I can back this up if required).
      Also there’s too many that like the idea of being a ‘hero’ and do that job because of that. A lot of people used to like to get the window seats, sunglasses on and wind the windows down.
