Shropshire Council chief paid more than PM

Shropshire Council chief executive Kim Ryley was paid more than £200,000 in the last financial year, taking home more than David Cameron figures today show.
The top officer at the authority received a basic salary of £180,000 and expenses of £2,460, according to figures in the Shropshire Council’s statement of accounts for 2010 to 2011.
With a further £30,060 in pension contributions, Mr Ryley received total remuneration of £212,520.
In comparison, the Prime Minister draws a salary of £142,500 for his work in running the country.
Shirehall officials said Mr Ryley had since taken a 2.7 per cent pay cut as part of the new terms and conditions of employment, which affected every employee.

Sounds reasonable to me. Ryley has a lot on his plate, what with Libya, the Eurozone crisis and bin collections.

2.7 pay cut that will really hurt him.
Is he to be regraded and take a further pay cut like many of the staff undergoing yet another restructure (those that survive the next round of redundancy that is).
Maybe he will put some of his pay to the refurbishment of yet another council office. It seems in their wisdom or lack of they are to embark on refurbishing Whitehall for yet another move of Staff, I wont say what they are to call it as you will all laugh!
I believe there is a clamp down on spending ie pens paper and toilet rolls however, somehow thousands have been found to spend on this move.
One day someone on the council will wake up from a deep sleep and say STOP, STOP spending all this money on the top brass and lovely offices and even better equipment.
No doubt the answer will be its all to save the hard pressed tax payer money in the long term but best grab it while you can boys and girls, keep filling in those expense claims.

Absolutely disgusting…. He may have taken a 2.7% paycut but that still leaves him on a bigger salary than someone running the country – Kim is just responsible for Shropshire Council and doesn’t appear to be doing a great job of that!

Very high sums of pay quoted, however if you are undertaking a fair comparison, would you not want to include the PMs pension contributions and expenses, both as PM and as MP?

Not to mention the multi-million book deals the PMs sign on the day they leave office ( plus usually a peerage), but of course those are overlooked as they don’t make a good story…..

Thay have the . in the wrong place he should have had a 27% cut after all he earns 10 times as much as the lowest paid, so should have 10x the cut.

only the top brass do the real workers are on nothing like this, most are below the national average wage (which is £26,000 a year in the UK)
my mate got made redundant from shire hall recently and got a basic legal minimum, about a weeks wages

Not that I agree with Kim Ryleys pay but:
1. The Prime Minister also has the benefit of official residences and a car and driver, in addition to Parliamentary allowances (other than the accommodation allowance). The interim report of the Hutton Review of Fair Pay in the public sector (December 2010) quotes the BBC as calculating that the Prime Minister’s total annual package could actually be worth £581,651.

This amount of money is obscene. Plus he gets expenses and a huge pension top up. It sounds like daylight robbery. The council tax payers should say enough and call a halt to this wastefull use of council tax. Once our council tax is paid over we have no real say on how its used or spent, we elect councilors but that seems to be paying lip service to democracy because we have no further say in the running of the council. All council tax payers should be asked what should be the maximum salary to be paid to senior cancil staff. With the state of the counties economy a 25% or even 50% cut in his salary would set an example and all staff under him reducing pro-rata

Totally agree Ian. A lot of us hard workers find it hard in the first place to find £100+ of council tax to pay each month, without this being shoved in our face. It really is a life of Ryley is’nt it?

Well dont blame him. He was appointed by the Conservative Leader Keith Barrow who wants to cut services, buildings, jobs and pay. Kym Ryley is simply there to show him what buttons to press and how to pull the levers and he will need the money because he probably wont be able to work again after the reputation of Shropshire Council goes down the pan and he is like a football manager called into a club and forced to sell off all his best players by the board. The team gets relegated and the manager gets sacked and his reputation for management is ruined.
Remember Leeds Utd. Thats once great team which overspent. Well Shropshire Council will be like Leeds Utd in a few years time languishing in the third division.

Shropshire are a third tier two bit authority. They are not really big enough to be significant and should never have really split with telford. Compared to places like london and liverpool where the CEOs really are worth that much probably I dont think Shropshire’s CEO deserves Premier League wages for Conference results

In the real world if I was getting my company in the press every week for negative headline after negative headline and generally running a low performing failing bloated expensive wasteful and socially useless organisation and basically just running the previously good reputation of the council into the mud I would get sacked but in the public sector such failure gets REWARDED

Can I just say as a Council worker who earns 16,400 per annum who hasnt had a payrise for 2 years and has already lost over £2,000 of car allowance and fuel support costs (and faces another £1,000 a year pay cut) that I am ashamed to work for someone on such a bloated and unjustified salary. I used to be proud to serve in the public sector but I am honestly too embarressed to admit to friends and family that I work for the Council and it part its down to people like him.

In our dept we’re down to our last pad of paper, the email that was sent to staff also bizarrely puts a freeze on buying cleaning materials. Already there is no soap for most of the day. Severe flu strain predicted this winter, watch the shire hall staff drop like flies due to uncleared toilets.
But hey, it is fine for mr Riley, after all he doesn’t need paper because he’s got an iPad.
Not exactly sure how I am supposed to correspond with members of the public who don’t have email, once the paper runs out… Answers on a postcard anyone?

When Ryley was appointed it would have been as Chief Executive of a Council that had a certain number of employees and an identified budget for services and the salary would have reflected the responsility.Since that time he has been steadily ensuring that hundreds of these staff lose their jobs despite his claims that pay cuts would mean no more redundancies, they continue.Similarly he would have been responsible for a number of buildings that have closed and the cessation of certain services to the public.In the lower ranks people have been made to reapply for jobs they currently or previously held and some have been effectively downgraded or lost their jobs in reviews of departments.
Therefor it would seem logical that his position must be reviewed and his salary be now based on reduced staff numbers, less responsibility etc.This situation also relates to his top management team who were appointed on huge salaries but again have seen their overall responsibilities and their budgets reduced as more and more work and decision making is delegated to more junior staff .
So come on Keith Barrow and Councillors show staff and the public that in the terminology used by the PM you are all in it together and investigate, review and cull the top management in the same manner that the staff have been treated.
In addition did Ryley take a pay cut or did he offer to donate the equivalent 2.7% to a charity.If that is the case his pension would not be affected wheras staff pensions are.

i am not happy about this. well after all it is my money of course. But I blame the councillors. why dont these elected peopel get a grip on it. theyre whole reason d’etre is to sign off on spending and such. the reason they exist is so my interests are protected. so someone stands up for the taxpayer. theyre entire job is to stop such abuse of my money. are they asleep on the job? Get a grip councillors for god sake. sack this man and get some one just as well qualified for half the price

But shropshire is a nitemare.what with the expiring cost of the quantum leap and having to sack people to keep your own fat wallet bulgeing it must be so stressfull knowing which service u can cut next to keep your bank account growing.

I am in charge of a small privately owned business – I choose not to say in which sector because of not wanting to be identified to protect my clientel. I employ 5 people who all have financial commitments at various levels, rent, mortgage etc. I am in competition with LEA funded organisations, which you and I pay for through taxes etc and the subsidies provided are vast. I cannot compete with these so my costs are more than the LEA. I would like a level playing field – not battling against heavily subsidised organisations for which you and I are providing the means to achieve their unfair charges

Judging by the last Director of Finance it would cost us taxpayers £200,000 p.a. to sack him then…
Well…personally i think this is worth it to send a strong message about austerity and his lack of performance on things like collecting cardboard, controlling expenditure on art, the I Pad fiasco and going back on the schools closure promises. And well if you get a replacement in for a decent but fairer say £90,000 a year then its paid for itself in less than 2 years. In business that would be thought of as a good payback period and a prudent investment. So come on council sack him now for the sake of all council taxpayers and your reputation and use the money to keep some care centres open or organise a cardboard collection instead.

is he really overpaid? Its a responsible job which controls over £650,000,000 of our money. So. Lets look at the evidence…
1, the mayor of london boris johnson earns £143,911 basic, so a smaller but similar total package of around £200,000 yet for this he manages a annual budget of £3.3 billion = FIVE TIMES MORE VALUE FOR MONEY
2, the cheif of UK Defence Staff General Sir Richard Davies CBE earns £240,000 basic so a package of over £300,000 yet for this he manages a annual budget of £32 billion = FORTY TIMES MORE VALUE FOR MONEY
3, the CEO of Exxon Mobile R.W. Tillerson earns £18,000,000 a year, but for this he manages a turnover of £100 billion = ALMOST TWICE MORE VALUE FOR MONEY
4, the PM, David Cameron actually has a total package over £500,000 (so more than twice kim ryleys package) but he manages a budget of over £710 billion = 500 TIMES MORE VALUE FOR MONEY
So YES, clearly by all reasonable comparison Kim Ryeley is not good value for our money.

Well put. ALSO, Kim Ryleys budget is being cut by 20% – he will run less services, manage less staff and control less expenditure, he will have evidently LESS responsibility – so by this rationale his salary should be cut by 20% too

You think that is bad. Well. Some of the middle and junior managers there earn 45,000 a year for managing two or three staff! The whole place is a gold mine for over paid under worked managers.
Too many cheifs and not enough indians. That is the problem there.

It’s a sign of the times when the guys at the top of the pay scale are raking it in, and, speaking as a council worker, I have seen our once proud flagship authority reduced to a 4th division service.
I along with the few remaing colleagues of my team, are embarrassed and frustrated to work for this council, we are struggling to keep our service going, we are even buying our own supplies from our own pockets to keep our office and service going, and I just don’t mean pens. Only the other day I bought a pack of A4 paper and a pack of data discs from Staples because we had run out.
I am not bitching but torn between letting our good name and reputation of service go down even further or prop it up as long as we can from our own reduced pockets.
Please please mr Barow stop… No reflect on your priorities and blanket wash of cuts…you are hurting the most loyal of service providers.

that is simply rediculous! Beyond earning about 60/70 grand a year which would be something 99% of us could only ever dream off what on earth do you do with the extra money?
and why he is worth so much more than others ?
i think its rediculous, every penny of public money counts and for a nice area like shropshire and a relatively comfortable public sector job with a massive pension you could attract some really good people for 70 or 75000 a year, that would be ample
to pay more than twice the going rate is stupid and wasteful

If he is so well qualified for the job how come he cant even run decent bin pick ups? this is the main service the council does so you would think any CEO of a council would understand bin collections? but in shropshire they have to get a private firm violia in to do it for them. and they cant even collect cardboard. it does make you think that actually the powers that be are not worth their salt and i doubt understand even the basics about how to pick up a bin

I dont really like the PM, but he definately earns that money. As for Shropshire Council they are a complete joke they are so badly run and inefficient they should hang their head in shame with the constant scandals and muck ups in the headlines they are a shambles

Thought that I would never ever say this after all these years of service but now whenever I have to speak in public, I never say that I am from the council, unless asked of course, then I say with an embarrassed tone yes.
Thing is, I used to be so proud, matter of fact that’s exactly what I used to say at meetings.
I think there is something seriously wrong with the ruling junta. What has happened to our local loyal members we voted in, I appeal to you “why don’t you stand up to them”, put politics behind you and be the voice of the voters who put you there. After all when the K x 2s have gone you will still be here for us.
The impression is that when KB says jump and all you can say is how high!

I think some comments here are wide of the mark and getting a bit personal and over the top to be fair to him he is a Chief Executive not a graduate trainee and he is paid based on a market of supply and demand depsite what you might think there are not many people who are capable to do this job so the price is high of course.
That said, I do though think that a culture of high pay has been allowed to develop in the public sector largely under the last government which is quite wrong. What we need is to return to the good old notion of public service and a civil service who accept a lower salary because they get a decent pension instead and dont want bonuses because they get job security instead. We need committed and skilled people in the public sector but they cannot demnand pay on par with the private sector because they are not selling anything or making a profit and so if they want high pay change jobs!

I am sick of public sector workers milking the system like this. Its a sign of broken britain. There greed is worse than the bankers in my opinion its like the asylum seekers living on more than working brits and sending the money home.
Consider the following:
BRITISH OLD AGED PENSIONER (fought the war for us) – Weekly allowance £106
This guy (cant even collect our bins) – EVERY YEAR £212,000 Its a disgrace!
