Expert says Shrewsbury incinerator plan is acceptable

The building of a new £60 million incinerator in Shrewsbury meets council development plans, a hearing has been told.
John Hollister, an associate at URS Scott Wilson, told a planning appeal that the waste firm Veolia should be given permission to build the facility at Battlefield Enterprise Park, despite Shropshire Council’s planning committee rejecting the proposal for it last year.
Among the reasons for refusal in 2010 were concerns about whether the burner was a suitable option for the site under the waste local plan, which excluded ‘mass burn incineration’ as an option for future waste management facilities at the location.
But Mr Hollister told the hearing at Shirehall in Shrewsbury the reason given for refusal was ‘not well founded’.
In his summary proof of evidence, he added: “The proposed development of an Energy from Waste facility at Battlefield Enterprise Park in Shrewsbury is in accordance with the development plan – in particular those policies which aim to encourage the management of waste more sustainably and promote the generation of renewable and low carbon energy.
“It is also pivotal to the delivery of the integrated waste management service.
“This, and other material considerations which I have assessed, provide clear support for the proposed development.
“Accordingly, should the inspector not accept the conclusions I reach as to accord with the development plan, I consider there are compelling reasons why planning permission should nevertheless be granted.”
But Hugh Richards, representing Shropshire Council at the hearing, said that the waste local plan drawn up for the authority showed that a large-scale incinerator should not be built at Battlefield Enterprise Park.
