A shopkeeper in Shrewsbury has come up with an unusual way to protest against his parking fine – sending a cheque on the back of a postage stamp.
Andy Neal, of Salop Stamps, is facing a fine of £35 from Shropshire Council after he picked up a ticket on August 31 for parking in St Mary’s Street.

Andy Neal, of Salop Stamps in the Parade Shopping Centre in Shrewsbury, is paying his car parking fine with a cheque written on the back of a stamp in protest.
But Mr Neal said he was making his protest as he did not feel the fine was justified, as he had parked for 10 minutes to carry a cupboard from his car to his shop, in the Parade Shopping Centre.
However, after an appeal was turned down, Mr Neal came up with the idea of sending his cheque to Shropshire Council on the back of a postage stamp.
Mr Neal said: “I have spoken to a guy who was quite senior in the banking industry and asked him if it was still legal to put cheques on anything. He told me it was.
“I took the stamp along to Shirehall yesterday. They said they couldn’t accept it but I just left it with the receptionist.”
However a spokesman for the Payments Council said the council would not have to accept the cheque. She said: “If you have to take payment from people you can choose how you would like to receive it. The decision is up to the council.”
No-one from Shropshire Council was available for comment today.

I too got stung with a parking fine which I felt was unfair (I would never park illegally intentionally) at 8.15pm on a Tuesday night. I also disputed it but Shropshire Council upheld the fime. As a result I will now not venture into the town centre at any time – another expample of Shropshire Council killing Shrewsbury.

He still owes the money, and probably needs to grow up.

The solution is to send them a drawing of a seven-legged spider* (estimated value £35, thus settling the matter).

I have been on the receiving end of the council slightly ‘over keen’ parking officers over the last few years; having been booked twice for taking up ‘more than one space’ (i require 8ft of space at the side of my car to exit) in the Barker St car park(Twice) and just recently I was booked because my ‘blue badge was not on display correctly’ but what he failed to let me know was the ink which the had used had faded (i had applied the week before for a new badge(but the paper work had gone missing) so i appealed and got off this, so lets hope they have started using better ink now for the badges. It is the badge users responsibility to ensure it has not faded, but shouldn’t it be some ones responsibility that people do not get given these badges when they should not be having them!!

Perhaps the reason that his stamp/cheque was not allowed is more to do with the fact that Shropshire Council stopped accepting cheque payments months ago (just like most large retailers), not that it was written on a stamp.
In fact if you look at the councils own webpage it lists how to pay and guess what – nowhere does it suggest using cheques.
Maybe he should read his penalty notice before running to the press with a non-story ;-)

I’m struggling to understand why he thinks he should be exempt from a parking fine in the first place.
The so-called council ‘jobsworths’ are only doing their jobs. What’s wrong with that?

I love the jobs worth’s from the parking authority and i love the saints on here who say shouldn’t park there, you just know they were the swot in the corner of the class room who brought the teacher an apple and grew up to kiss the bosses — in the work place.

And I bet you love sitting in a traffic queue caused by some jackass who’s parked selfishly (“it’s okay cos I have my hazards on and I’ll only be ten minutes!”).
