Shropshire Council had final say on Quantum Leap, says councillor

Shropshire Council had the final say on the decision to push ahead with the creation of the controversial Quantum Leap structure, the leader of Shrewsbury Town Council has claimed.
Costs of the project, which begun under Shrewsbury and Atcham Borough Council, with responsibility transferred to Shropshire Council have topped £1 million. Town leader Peter Nutting said the latter council did have a say on the project.
A Shropshire Council spokesman said: “Essentially, all the planning and appointment of contractors had been done before the implementation executive came into force.”

When I first saw a photograph of this–err–this–whatever it it is, Charles Darwin was not the first name that sprang to mind. Jimmy Shand, yes.

Some readers may recall that when this first estimate was given, I had the nerve to suggest that the final figure would be much greater than any first figure of whatever size, and that this seems the norm now for contractors to give unrealistic estimates, or quotations, in an effort to obtain the contract come what may.
So What! if it cost much more, it will be on its way being built before the powers that be realize that much more money will be needed to complete the job. By this time also, there will be a binding contract that would be far to expensive to back out of once at that stage.
I suggested a contract that would have a FIXED figure be accepted, and with a clause that did not allow for increase costs to come into the equation.
No-one believes the first estimate anymore, and misleading calculations are, it seems, are excepted as to be the normal way firms work.
It is to late now, and to long ago, when I suggested that we should ‘Watch This Space’ as this cost will go up, and up, and up again.
Now who was right all along??????
All the people of Shrewsbury who could see this happening on almost every project, with no come back on the contractors if they over spend or fail to deliver on time or to the standards expected.

The word “quantum” comes from the Latin “quantus,” for “how much.” Whoever it was that gave this monstrosity it’s title knew what we were to expect – that the “how much” would increase by great leaps. Apart from the outrageous financial cost and the excruciating bad taste of the structure, it brought the ruination of a once-pleasant little park and the removal of seating from which to view Shrewsbury’s real gem – the River Severn.

So it’s ok to spend £1m + on a piece of concrete… yet a school (Wakeman) needs to close?!

At least it is not covered in weeds like Shropshire Councils traffic island at Heathgates on which they spent £165,000 which was to uplift the area and give a good first impression to visitors entering the town from the North.

Given the fact that we were led to believe that said concrete for trilobite had been donated by the aggregate company, the construction company managed to miscalculate its construction by 18 inches and had to start again, putting the opening date back by months. The trees to the one side have been purposefully cut to enhance the view from the balcony of Theatre Severn. Then where exactly has the £1,000,000 gone?
I get the feeling hat someone is sitting in the Bahamas’ with a very big grin on their face.
What happened to penalty clause’s for not finishing on time, or is that against neanderthal rights?

SABC, Shropshire Council, County Councillors, Town Councillors all paid for by……
Shropshire people so does it matter at the end of the day.
Get the politics out of local councils.
Councillors voted in by merit and only allowed 10 years service.
