Shropshire Council seeks Shrewsbury anti-congestion ideas

Shropshire Council will welcome new ideas for tackling traffic congestion in Shrewsbury, according to a leading member.

Martin Taylor-Smith, portfolio holder for transport, told yesterday’s cabinet meeting, that “basically there is no money on the horizon” for at least the next 10 years to build the £100 million North West Relief Road.

Instead an integrated transport strategy is being drawn up which will go out for consultation and Councillor Taylor-Smith said new ideas would be welcomed.

A report to councillors said the strategy, consisting of a package of inter-related measures, currently costed at about £30 million, would be implemented in stages over the next 10 to 15 years to enable a “gradual change in travel habits”.

The measures would include the most advanced traffic signal control system, junction improvements, a phased downgrading of the busy Smithfield Road route, and the provision of more cycle routes.

Officers will also look at the possibility of developing a new parkway rail station at Preston Boats and members heard there had also been calls for a station to be built near the Greenhous Stadium.

But Labour opposition leader, Alan Mosley, warned against the council spending time trying to develop schemes such as new stations which would probably never go ahead.

  • The cabinet yesterday also agreed a series of recommendations from a task group which has been reviewing mobile library services. These will result in the library van fleet being cut from eight vehicles to five. These could also be used in future to deliver other services for the council and partner agencies. Overall the various recommendations are expected to save the council £120,000 a year.

    imo all that is needed is a bridge over the river at Coton Hill. This would pop out by Frankwell allowing you to get from North to West Shrewsbury in 5 minutes without sitting in a Q on Chester St.

    I would also releive pressure on Chester St, by punching a hole through the new housing estate by Greenfields Post office allowing you to nip between castlefields and Greenfields without going on a 15 minute journey round the train station.

    I’d also be talking to Royal Mail about either moving out of town or adopting a more greener transport option because thats a big source of traffic there.

    Also of course the Park Way Station would massively help with that regard too.

    Its all about that “pressure point” there on Castle Foregate basically, solve that and you’ve solved atleast 50% of the problem.

    The other area for improvement I guess next priority would be pedestrianisation of High St with Town Walls diversion and making Frankwell Island properlly two marked out lanes instead of its current one to in effect double its capacity overnight

      Some very good points. I’ve thought for years that a bridge at Coton Hill over to Frankwell would help the situation.

      Another addition would be to extend the main Herongate road though to St Michael Street, this would reduce alot of the traffic travelling into town and back / going along Mount Pleasant Road.

      Making the area outside the station / chester street a gyratory roundabout instead of traffic lights would help stop the queues in that area.

      Although a BYPASS on the North-West side of Shrewsbury would definitely help reduce the traffic entering the town centre area…

        I totally agree with this!! I have to drive from Herongate to Castlefields last night, its about half a mile as the crow flies, yet there is no road, even as a pedestrian you cant get though because of all the fencing across the back of castlefields business park jump across a rail line to get there, its crazy, lets have a proper link there for a fraction of the cost of the by pass.

        I hope the Flaxmill project will also look at linking Ditherington properly to the rest of Shrewsbury

          …of course you can walk from Herongate to Castlefields! via Greenfields playing field, under the railway bridge, walk up the path and you come out next to the Maltings by where Sayce’s used to be, cross the road and Roberts your mums brother! We don’t need another rabbit run, what we need is a well thought out road system, get rid of the lights opposite the station for traffic turning right up castle gates and send all the traffic under the railway bridge. the lights outside the station would then become redundant!

      First way to destroy greenery and heritage of an area is to lay down new roads and bridges, frankwell already has the eyesore car park ruining the riverside parkland. The quick fix by any means selfishness of some motorists is beyond belief. If you want big fast roads ploughing through towns regardless of what’s in it’s way go live in Telford.

    I have a new idea…
    Sort this stupid farce out once and for all and build the north west relief road. You do have the money available you just won’t admit it. We don’t need a rail terminal that will cost the user ridiculous amounts in fares and will be a white elephant because people won’t use it.
    Stop traffic aprt form buses and taxis using the town from castle street through to victoria quay, it’s simple and will solve all the problems.
    Following that if you lot in those posh offices can’t think of anything rational and with common sense, then why are you doing the job and wasting the tax payers money?

      Give this man a job !

      He appears to be a highly qualified Transport Planning Professional, as well as having a detailed and comprehensive understanding of the funding streams available to Local Authorities for the development of their Transport Infrastructure.

      Based on these credentials I assume he is already working for one of the leading consultants and posting during his lunch break. Shropshire Council, if it wasn’t for that recruitment freeze I would of suggested headhunting such an individual and all of Shrewsburys traffic issues would vanish over night.

    Ah yes: “look at the possibility of developing a new parkway rail station”… so more time, council resources and money spent on feasibility studies, constultation exercises, etc, etc, in a similar manner to the aborted relief road and just like with the relief road it won’t ever happen. In other countries (and in this country 100 years ago) the project would be thought of, wise council would decide pretty promptly whether it was a good idea or not, the money found and then the project would go ahead. Now it’s just delay and delays… and more money down the drain.

    i say it a toungue in cheek but a bit true that all these pot holes in the roads actually make you slow down so arguably leave them alone and you save money too on repairs and get slower, therefore smoother traffic flows which eliminates congestion too

    Don’t install needless measures such as the crossing that no one ever uses on Smithfield rd. Sort out the ridiculous sequencing of the traffic lights particularly where filters aren’t needed. Simple solutions sometimes have the best effect!!!!

    Instead of moaning, how about as the guy is asking for POSITIVE IDEAS, maybe you could all give him some! Who knows if they’re any good he might implement some of them.

    My ideas are for things the Council could do to lead by example are:

    a) Re-tendering bus contracts to require smaller mini bus type buses on the off peak routes to free up more road space for cars

    b) Massive marketing campaign to encourage all residents to try cycling to work

    c) Review of school opening times so they stagger the school run

    d) Charging employees and councillors to park at Council workplaces complimented and balanced by perks for those who cycle or walk such as vouchers for free swims.

    e) Increase capacity on key road sections; -Another bridge over the river, either remove the charge from Kingsland Bridge or build a new Bridge suggest parallel to Welsh Bridge (as has been done in Atcham). Allowing all traffic to use the Castle Foregate bus lanes in off peak times would help too.

    f) The “Boris Bike” scheme as supported in this paper recently – would have to be rebranded Salopian Sycles or something

    g) Increased car parking charges in the town centre car parks (with reductions for park and ride to compensate)

    Anyone else got more or better ideas ?

      Build another bridge alongside the welsh bridge?!?! So what do you suggest we knock down first, the heritage building used by halls or the one used as Frank Bar. By pushing new roads and bridges through ancient areas you end up destroying our history and heritage just so some motorist can get home 5 minutes earlier. Sad selfish ideas that saw important landmarks such as the string of horses demolished in frankwell should never be repeated.

    the problem is getting across town from Castlefields

    the solution is a bridge over where the railway lies, some thing that I beleive has been proposed before and is complicated yet feasible (certainly less complicated that a bypass or railway)

    so you’d be able to drive from Castle Foregate up by the Butter Market there and cross the river to pop out by Underdale / Monkmoor, that would take thousands of cars a day off the town centre roads – surely worth a try for the cost of a simple bridge, what 2 or 3 million it has to be worth it

    They could always try putting the roads back as they were 20 years ago with no un neccessary lights at Emestry, Bailey’s, Meole Brace Islands, revert all speed limits to how they used to be and all the other traffic “calming” measures that seem to cause more congestion for every £100,000 spent.

    No, it might mean less jobs for the boys.

    more cycle parking should be installed to make cycling more viable for day to day tasks not just weekend leisure. In particular, having spent most of the weekend cycling around, running chores, visiting friends and nipping into little local shops can I propose a rack of 4 or 5 get immediately screwed in;

    1, on the street by the shops at Column roundabout

    2, town Square, by the bus stop and under the OMH

    3, Tesco in Ditherington,

    4, Lloyds Bank in Mount Pleasant

    5, back of the wildlife trust

    6, the gym and the Quarry generally

    7, Bottom of Wyle Kop by those new homes in St Julians

    8, Lyth Hill Country Park – top of the hill viewing spot / car park

    that would help me and the wife atleast keep one car off the road

    there is an emerging common theme here the need for additional places to cross the river. Castlefields Wier would be my choice for a bridge, it would also facilitate a big hydro electric project which would pay back the cost of the whole project over time

    another option would be coton hill and another would be st julians to coleham, basically whereever there is a footbridge now there could be a road bridge

    i would suggest they visit Hampshire Council who pioneered intelligent traffic control systems, they have the entire road network digitised on GIS and use IT to work out the best timings on traffic lights, basically taking a scientific and modern approach to transport systems, look at their ROMANCE system

    winchester is also very similar to Shrewsbury in some ways and yet is pioneering electric buses, bike schemes and winning awards for green transport

    is it just me or would it be a good idea to make fat kids cycle to school instead of mums and dads dropping them off and cluttering up the roads with their chelsea tractors every morning

      You are right of course. Perhaps it is different in the north of the town, but in the south, there is roughly 70% less traffic at rush hour during school holidays. The trouble is, there is no easy way to ban parents from taking their children to school by car.

      i totally agree, the evidence is called HALF TERM when peak traffic flows appear to be roughly 20-30% reduced and basically there is no congestion, certainly even at 9am there are no queues in the school holidays.

      Equally i guess moving the sixth form and the wakeman schools out of town would work?

    alot of the congestion on castle foregate is because the main car park for the train station is there, in this way the out of town railway will be useful because it will avoid the need to drive into the town centre to catch a train, you only need to look at the passenger numbers on the train routes to see its thousands a day all arriving by car

    with this in mind why not a 20 mph zone for the whole town?? I know most of town centre is now 20 mph, but its not enforced and well its a bit gappy at the moment, it should be all the way from abbey foregate right up castelforegate and frankwell too – 20 is safer, greener and means less stop-starting and thus less congestion too

    It certainly doesn’t bear any relevence to experience.

    Have you ever folowed a tractor along a rural road or driven through 40MPH roadworks on a motorway?

    im afraid people vote with their wallets, if you want them not to drive make it more expensive through parking, conversely if you want them to walk/bus etc make it cheaper, its just simple economics but it works. you can do as much clever signalling and marketing of cycling as you like but ultimately we decide with our brain based on the costs and if a train ticket is £100 well im driving, end of

    kingsland bridge should be opened up as free to all traffic and then the road round to the boat house across the park and the river bank could be properly enhanced and opened up to traffic too allowing a neat cut from copthorne to town walls without having to congest frankwell island and welsh bridge

    what about pedestrianising high street, every lovely nice medieval town you go to in uk or france has more pedestrianised areas and yes people moan but in the long run its good for the shops and creates a cafe culture and tranquil nicer place for shoppers and people i would also suggest mardol head could then become like a second town square with shows and seating put out i think pedestrianisation would also work well for st marys square as it has for st alkmunds possibly roushill too?

    if you look at the traffic studies only 30 % was cross town traffic, the majority of vehicle movements are coming into the town centre, thats why the solution is Park & Ride

    I would like to see more sites, more frequent, smaller, quieter, cleaner buses oh and its £1.60 now it was £1 about 3 years ago, it needs to incentivise people and be subsidised through higher parking charges in the town centre,

    there are many ways to stop peopel coming in to town, but sadly they are not desirable because they result in people using out of town shops instead or getting everything on line from giant warehouses, so its costing jobs, foot fall in town centre is essential for the retail, sure you could make it completely inaccessible but it would kill the shops, you have to let people come into town, cheaply, quickly, safely, conveniently or the economy will be hurt

    i would remind them its not just sheer numbers of vehicles which is the problem, its the air pollution too, so actually targeting larger, older deisel vehicles like buses and 4 x 4 ‘s should be more of a priority small clean petrol cars less than 1 litre engine may cause congestion but are environmnetally much less of a priority, so the council needs to reflect that with its policies as the government does with carbon based taxation levels

    the congestion in shrewsbury isnt really than bad so i dont suppose “using a canon to kill a mosquito”, all they really need to do is encourage people to drive off peak instead of all going into town for 9 am, so for starters they should lead by example and encourage their staff to work more flexible times to avoid the peak rush hour traffic, this could also be the schools, the town council and several other big employers like hospital who are publically funded, this would make a MASSIVE difference to the rush hour

    Hang on a minute, did I not just read that the council have squandered £7m on consultancy fees for the North west relief road just to have the project shelved indefinitely?
    £30m on an old folks club you call Theatre Severn.
    £500,000+ on Millennium leap as the idiots that put it together were 18 inches out and had to re-build it.
    I don’t have the figures for the guild hall, but after only five years apparently you wish to sell that off at a loss as the property market has plummeted recently by 20%.
    Endless sets of traffic lights further reducing the flow of traffic through the town. If my maths is correct that is half the cost of the North west relief road. And you have the audacity to ask the generous council tax contributors of this town for ideas as to how to reduce traffic congestion? Perhaps you should look into “WOHR” automated parking facilities. Try to remember that the year is 2011 not 1911.

      We have lights on islands where traffic flows are unequal to prevent large queues on certain arms.

      We also have lights because pedestrians and cyclists may want to cross the road. And there are quite a lot of those people within a town centre.

    How’s about getting rid of some of the traffic lights in the centre and replacing them with perhaps mini roundabouts or something different. Traffic queing at lights seems to be a major issue, perhaps if they replaced a few of them it would make the traffic more free flowing??

    interesting…i do hope shropshire council are listening to this, there are some good ideas here.

    I do think the answer though is more complex, there is not a single magic bullet, what is actually needed is all of these things together with a genuine culture shift where all of us think i’d rather walk to work today or isnt it much better to catch the bus instead to get there…

    that will take alot of education and pursuasion to undo 50 years of car culture

    might i suggest that the river could be used to take some traffic, e.g. deliverys and such, the victorians had canals and historically frankwell was a major port with access all the way to the sea, of course this cant solve all problems, but a park and ferry from the west mid show ground could act as a park and ride and tourist attraction for visitors from the north-west.

    improve the availability and viability (economically) of taxis in town through de-regulation, more people could then make a genuine choice to live without a personal car and often many taxi journeys are shared reduce the number of vehicles on the road per person moved about especially with more of those people carrier type things

    they subsidise empty buses so why not full people carriers ?

      What you’re really asking for is a bus network that works for you. Take a look at this network..

      Not trying to say I’m going to fix the problem you raise, but there are simple steps that can be taken to make a more attractive network: merge bus services that currently terminate at the bus station with one another and create new cross-town services. Services operating at every 15 minutes could alternate between one cross-town terminus and another. eg.

      Some suggestions.. Every second Route 8 bus operates to Harlescott via Route 25. Every second 24 (perhaps those curtailed at Moston Road) continues to Bayston Hill (as previously) but calling additionally at Meole Brace Retail Park and every second 25 operates to the Royal Shrewsbury Hospital via Frankwell. Consolidate the Route 1 to a 4-hourly service and alternate running between Gains Pk-Monkmoor and Gains Pk-Sundorne/Harlescott via Route 24, which otherwise terminates at the Bus Station.

      No extra buses required, no extra drivers required. The effect on punctuality would be of little consequence, given generally good daytime operation timekeeping.

      At minimal cost, extend the end of the 23 northwards to Tesco and Sundorne Retail Park via Telford Way and Whitchurch Road to create new Monkmoor-Harlescott/Sundorne links, additionally offering direct half-hourly buses to Shirehall and Asda from the north of the town.

      This employs a London-style model whereby buses operate along stretches to provide a higher frequency but branch out to multiple destinations for the highest number of direct journeys. But while routing is hugely important, ticketing incentives are a must. Shropshire Council must fund smartcard technology offering discounts to single-journey passengers.

      Enforce, where reasonable, that Shrewsbury-based council workers must arrive to their workplace either by car share (3+), bike, foot or public transport.

    The Park and Ride Service is an excellent option if you are single, because its half the price of parking in town and less bother, however if you have 3 or 4 people in your car its cheaper to drive rather than all get a P&R ticket, perhaps some sort of discounted family tickets could be looked at to help with this ? Certainly the gap between parking and park and ride needs to be increased though by dropping P&R prices and or increasing parking fees

    I blame the planners. Look at the retail offer in the town centre, shops like Argos and the Antique and furniture stores neccessitate a car journey for collection of much of their produce due to its volume, therefore in my opinion they should be located out of town off the by pass, on the other hand softer uses, cafes and such and shops which sell things you can carry as a pedestrian e.g. clothes – should be in the river loop

    ive felt for some time a bridge to link coton hill and frankwell would be desirable, even if its just a footbridge it would revitalise this end of town and reduce journey times for walking and cycling plus act as a big stimulus for the west mid show ground and allow more events there

    i have to think what would stop be driving and i have to say sorry but i cant think of anything, you could double or treble the price of petrol and im still gunna drive, car is king, its amazin, freedom, speed, security etc i dont see the greenys ever winning on this one, people love their cars
