Minister gets final say on care centre plan

Plans for a multi-million pound new Primary Care Centre in Shrewsbury must be referred to the Secretary of State before building can go ahead, a new report says.
Matrix Medical’s plan for the centre next to the Sports Village in Sundorne Road, will include a pharmacy, car parking and a new access road to include a mini-roundabout and footpath link.
The application has been recommended for approval, subject to conditions, by planning chiefs at Shropshire Council.
But because the scheme departs from its development plan and is on land owned by the authority, it must be referred to the Government Office for the West Midlands for a final decision.
Members of the council’s Central Planning Committee will meet next week to discuss the plans.
The centre would provide new bases for both the Albert Road and Mount Pleasant Road medical practices moving there.
In addition, the three storey centre would house Shropshire County PCT and serve as the main PCT centre for north Shrewsbury.
It will also accommodate NHS dentistry, physiotherapy, sexual health, a bladder clinic and phlebotomy.
The scheme’s supporters say it is needed by the community.
A report to councillors says: “The site is on land identified as Recreation Open Space, but this has been demonstrated to be surplus to requirements.”
It says: “It would also have an impact on the terrestrial habitat of a Great Crested Newt population, but it has been shown that adequate replacement habitat would be provided of a higher quality.”
And it says the benefits would outweigh the disadvantages and the scheme should therefore go ahead.
