Shropshire’s parking attendants have handed out about 3,000 tickets in the last three months alone, bringing in at least £75,000, figures showed today.

The total is just under a third of the overall number issued during the whole of the last financial year.

But Shropshire Council today insisted penalty charge notices were only issued as a last resort and they would not see it as a “cash cow” despite the council’s financial pressures.

The latest parking figures are revealed in an update for April to the end of June.

They show around 3,000 penalty charge notices were issued during this period, costing £50 or £70 depending on the level of the offence. If people pay within 28 days, the fee is cut in half.

Based on each person paying a £50 ticket promptly and being charged £25, the number of notices issued would bring in about £75,000 for the council

However, this figure could rise if people pay the full price or get charged more for not paying promptly. But it could also fall, as officials have stressed some motorists could lodge a successful appeal.

In the last financial year, 10,068 penalty charge notices were given out, with the authority making £278,629.

Dave Roberts, Shropshire Council’s environmental enforcement manager, said attendants were taking a lenient and ambassadorial approach.

This follows complaints about the old ParkRight regime which was in place until the unitary authority took charge under the banner of Shropshire Parking.

“In fairness, people are starting to comply and people know where to park legally. We’ve been helping them as well, as we want people to come back and use the market towns to shop.”

    This is seen as a cash cow so please do not lie about it. OK we are aware people should abide by the rules, however how many of these are from over staying by 5 mins or so?in error, how many are these are from wardens skulking around the back streets where in reality the person over staying the 40 minute rule has no real effect.
    Having never been booked by one of these oiks but had the odd run in with one or two of them in the loading bays I have sympathy with the many who are booked.
    This plus cost of parking etc is what is killing shrewsbury and I suggest the people who suffer ie business look toward the council to see who is ruining your business.

    The answer is very simple, park legally or pay to park in the carparks! it may be expensive for some but basically tough luck! their are two solutions to this
    1) park and pay
    2) use the bus
    or you can do
    3) park illegally and get fined!!

    We shouldn’t be surprised that Shropshire Council have collected £75,000 in 3 months, we should be surprised that they had to issue 3,000 tickets for parking regulation infringements. The figure would be a lot lower if people didn’t flout the rules, simple as that.

    Fairs fair you got issued a parking ticket by the local authority, time to pay up.

    This seems like a good opportunity to point out that ONLY parking tickets issued by the local authority or the police are enforceable. The scammers……. sorry I mean, private parking companies that tend to lurk around shopping centres & supermarket have no more right to demand money off you than I do. These folks will send all sorts of official looking & threatening letters to you in order to extract cash. Remember these people have absolutely no legal recourse to demand money off you, they will never take you to court despite threats of debt collectors etc and they cannot affect your credit rating or seize your belongings. A private company has only ever tried court action once and was laughed out of the courtroom.

    @Redboy – I agree with your comments regarding parking legally thus avoiding a ticket.

    However, I was issued a parking ticket ten minutes after returning to my car (according to the time the ticket was raised), I caught up with the traffic warden, his response, speak to the council.

    I immediately contacted the Council, who advised that unless I could prove this the charge would stand and unless paid they would arrange bailiffs, debt collectors and make regular marks to my credit file. How could I prove that?

    So it may be the case that private companies, (as per Brimondo’s comments), will not be able to go down this route. The council will.

    I wonder how many other people have been in this situation and just paid up?

    It’s simple to avoid parking tickets. Park legally, or avoid using the car.

    75 grand does not seem a lot of money given the cost of enforcement, police and other official time spent dealing with congestion caused by bad parking, and inconvenience to other road users. I doubt if car drivers ever pay the full true cost of motoring, which is borne by the general public.

    I forgot to mention that private car park companies make use of a loophole in the law which allows them to PURCHASE your details from the DVLA. This makes it look even more official when the letter lands on your door mat.

    Private parking companies (PPC’s) are not permitted to use the word “Fine” instead you’ll see the word “charge” instead. The charge they usually try and sting you for is about £80 usually doubling if not paid within 7- 14 days. This figure is completely obscene and plucked out of the air. Even if a PPC attempted to take you to court, they would firstly have to establish who was driving (not the registered keeper). As the matter is Civil & not criminal the court would only be able to award costs of the offence ( which based on a couple of hours parking would be a couple of pounds) – it would cost the PPC about £ 35 just to get the case on the court books, let alone solicitors fees.

    They will not take you to court. Fact. The generally accepted advice of you receive any correspondence from these scammers is to ignore it. They will try all sorts of threats to scare you into paying but its just smoke and mirrors. Don’t be tempted to ring to “APPEAL” either, you’ll be wasting your time & it will just encourage them to harass you even more. They will send letters from so called debt collection agencies, solicitors & in some extreme cases, fake court papers! However some simple research on the internet will reveal that all these different companies are in fact the same people.

    Be brave, just ignore them. They are patient and will leave you alone for months before trying again to catch you off guard.

    I live in monkmoor, 20 minutes walk from Shrewsbury town centre, and this area is regularly patrolled by traffic wardens, giving out tickets on side streets to cars that have a foot of bumper hanging over a yellow line on a street that is empty of cars in the middle of the day. There is no way that this is necessary, and sending traffic wardens so far out of the town centre to punish such minor violations cannot be seen as anything other than raising some cash for the council. I think its a disgrace, and they should at least have the honesty to admit what they are doing. I fully understand and support the need for parking enforcement in the town centre, but think sending traffic wardens into the far outskirts of the town is essentially just another form of tax.
