Plan to expand Shropshire Park-and-Ride services

PARK-AND-Ride buses could be introduced in four areas of Shropshire in a bid to keep cars out of town centres.

Services could be run in Oswestry, Market Drayton, Whitchurch and Bridgnorth with on-street parking charges also being introduced to discourage visitors from using their cars.

Another key suggestion is to drop late-evening and night-time parking charges.

Park-and-ride buses already operate in Shrewsbury and Ludlow.

Shropshire Council’s cabinet yesterday agreed a draft strategy for consultation.

A report to members said: “As with Shrewsbury and Ludlow, the introduction of on-street charges will be linked with the provision of some form of park-and-ride facilities.

“This provides drivers with choice, particularly if commuting or long stay trips, and fits with the principle of prioritising town centre spaces for short stay, premium parking.”

Councillor Martin Taylor-Smith, cabinet member for strategic planning and transport, said there was no “one size fits all” plan as all towns were different, but if adopted the proposals would bring “fairness” to parking across Shropshire.

The report said that currently the period when charges applied on-street and in car parks varied from 8am through to 6pm or 8pm.

It says if there is a need to provide night-time parking, it could be argued that similar charging should apply as during the day. But at night the choice of alternative transport in some locations is more limited.

The report added: “Due to this lack of alternative transport and enforcement challenges, it is not proposed to introduce late-evening/ night-time charges.”

It is proposed to maintain or introduce standard tariff seven-day charges for off-street car parks but Sunday on-street charges would not be introduced.

On-street charges could be introduced in Oswestry, Bridgnorth, Market Drayton and Whitchurch, but not in Shifnal, Wem, Ellesmere, Broseley, Cleobury Mortimer, Craven Arms, Much Wenlock, Bishop’s Castle and Prees.

The consultation will last until September.

    What is the point in having it in Whitchurch exactly. I would really like to see the bus get through the high street of Whitchurch!

    Parking charges also. I guess thats one way of killing off a town that is already struggling!

    Park and Ride schemes tend to be very expensive to subsidise (there are apparently hardly any Park and Ride schemes in the entire country which don’t operate without local authority subsidy, which is interesting….).

    Its a nice idea and one which sounds appropriately ‘green’. In large towns P+R is a fine concept. They don’t work in small towns though. Market towns are struggling already and parking meters in the High St isn’t going to help. Of course, Shropshire Council try to explain this away by saying that they are “equalising parking measures” throughout the county.

    It’s basically a desperate attempt at increasing their revenue. These ‘Park and Ride’ ideas are merely to try and convince people that this is being done for the benefit of the environment etc. They’ll either not get off the ground in the first place or they’ll be introduced and then quietly withdrawn because “people aren’t using them”. (But parking charges will stay of course and continue to increase year on year while market town centres slowly die).

    And in most cases, our selfless local councillors will be fully behind the proposals. *Ker-ching!*

    Maybe if the Park & Ride was FREE then i would use it. However, why would i want to drive to a car park, wait for a bus, sit with people i dont want to sit with, after my shopping wait again for a bus, and then drive home. It is cheaper for me personally to drive into town rather than pay to all go on the park and ride. No thanks.
    Increase parking charges ten times, i will still drive in, and whilst i sit in the traffic jam i can sit in comfort listening to my music. :-)

    An excellent idea will help regenerate the market towns – how will be it be afforded in the current times though ??

      ‘Affordability’ is the key question I would think. The problem is that P+R schemes are expensive and it’s a given that people will not use them, especially as fares would probably be relatively expensive (unless the level of subsidy is really high, and again that isn’t likely given public finances).

      Also I really don’t see how this idea WILL regenerate market towns – that’s how the council are selling the idea, but the reality is that Park and Ride probably wouldn’t be sustainable in the current financial climate. I’d be surprised to see much come of this idea and – even if they do implement P+R, I suspect they’ll be withdrawn at the first opportunity.

      This is ALL about raising revenue through parking charges, and all these other ‘ideas’ are just embroidery to get around what I imagine will be some fair opposition.

      And again – as you say, and it bears repeating – ‘affordability’ of these schemes is a MAJOR issue.
