The Fieldcrest Partnership wants to develop a 70-acre parcel of land between the old railway embankment and Tilstock Road in four phases.
Developers say they will build an infant and junior school and a replacement for the Sir John Talbot secondary school.
The plans are being put forward as Shropshire Council continues to consult on its Local Development Framework, a development blueprint for the county until 2026.
Pitch
Nigel Thorns, for the Fieldcrest Partnership, said: “A substantial area of land is being offered to the local education authority and these new schools could rival any other educational centre in the county.
“There is uncertainty about school funding at present, but this scheme allows Shropshire Council to look forward and plan for the future.”
The plans would also provide Whitchurch Cricket Club with a second pitch to allow the junior sections to compete at county level.
Whitchurch Alport Football Club, part of the town since 1946, would also have a new home under the plan. The club would then have two senior and two junior pitches as well as new changing room and facilities.
Officials from both clubs said they supported the plan.
The scheme also allows for about 350 homes, going some way towards meeting the demand for houses for Whitchurch.
Whitchurch-based consultant David Owen, who is part of the partnership, said the two owners of the land supported.
A local consultation event has been arranged on Wednesday from 4pm to 7.30pm at Whitchurch Civic Centre.
