Councillor suspended over bullying

A Shropshire parish councillor has been suspended for six months after a tribunal ruled that he breached three parts of the council’s Code of Conduct.

Mr Peter Brown, a member of West Felton Parish Council, bullied his clerk, made a misleading allegation against a police officer and intimidated a Shropshire county councillor.

Mr Brown appeared before a standards committee hearing to hear complaints made against him.

He said today he could not comment as he was considering appealing the decision.

The tribunal ruled that Mr Brown had failed to comply with three parts of the parish council’s Code of Conduct.

These were related to treating others with respect, not bullying any person and not conducting himself in a manner which could be regarded as bringing his office into disrepute.

The hearing was told that during 2008 he breached the code by showing disrespect to and bullying the then West Felton Parish Council clerk, Ian Hutchinson, who has since left the authority.

Committee judge Beverley Primhak said: “In May 2008 he made a misleading public allegation against a senior police officer, namely that he was under investigation for misconduct/corruption, which brought the office of councillor into disrepute.

“This behaviour also showed disrespect to the officer.”

She said the committee had found that Mr Brown used intimidating and threatening behaviour towards Councillor Aggie Caesar-Homden in a compliments slip sent to her in January 2008 – behaviour which also involved disrespect.

Mr Brown’s partner, Glynnis Carr, who is also a parish councillor, said he was supported by a number of West Felton residents.
