Council boss earns £180,000

SHROPSHIRE COUNCIL’S new chief executive earns £180,000 a year and has claimed more than £1,800 in expenses six months after he started, figures showed today.

Details of Kim Ryley’s salary and expenses were published today by the council, which has also revealed the sc-ale of salaries for other members of the senior membership team, which range from £85,000 to £130,000.

John Dodson, chairman of the Shropshire Association of Senior Citizens’ Forums, today said he was concerned about the level of salaries.

He said in many cases public sector officials were taking home more than their counterparts in the private sector and said councils needed to take a “long, hard look” at how much they were paying their top staff.

Mr Ryley said: “We provide over 600 different services for local people and businesses, and oversee an annual budget of £628 million. That’s clearly a huge responsibility, which is reflected in the salaries of senior management staff.”

The statistics, which cover the period April 2009 to February 2010, also show that Valerie Beint, director of community services, netted £120,000 and claimed £1,481.52 in expenses.

Tom McCabe, director of development services, received £130,000 and claimed £3,548.43 in expenses.

Claire Porter, assistant chief executive (legal and democratic services) and monitoring officer, is on a salary of £95,000. She claimed £1,602.41 expenses.

Michael Hyatt, assistant chief executive (performance and partnerships) who started on May 26 last year, received a salary of £85,000 for the period covered, and claimed £1,742.49.

Laura Rowley, director of resources, received a salary of £125,000 and claimed £3,541.30 in expenses. Liz Nicholson, who retired as director of children’s and young people’s services in March, received a salary of £125,000 and claimed £2,100.35 in expenses.

Each of the senior team claimed a lump sum of £1,072.50 within their expenses for being an essential car user, while Mr Ryley claimed £487.50 for this.

    Only 1800 quid in expenses? – if I lived in the Shropshire Council area I’d be ashamed to think that our Chief Executive and his chums were claiming such miserly amounts. Couldn’t they employ one of the soon-to-be-redundant MPs to come in and show them how to do it properly?

    I think they’re all overpaid, but having said that, the expenses do on the face of it seem relatively modest compared to staff in some councils and certainly – as Rob said – much more modest than MP’s.

    Although claims for “£2.50″ and “£3.20″ for ‘car parking’ does show that there is certain potential for some people to be as grasping as MPs.

    million pounds a year just on them, you could employ lots of coppers or bin men for that!

    These salaries are a digrace there is no other words for it.
    Jobs for the boys (and girls). With phenominal wages paid by the hard working tax payer. The thing that irritates me is these people are inaccassable to you and I secure in their ivory towers, emerging every now in then to attend a social function for which they claim every penny they can get in expenses.
    O yes and lets not forget their pensions. Not to mension their golden handshakes if and when they make a hash of things and get fired.

    It’s about time that these over paid “dictators”, realised that we, the tax payers are paying their wages and it’s about time we, the taxpayers, decided the wages they should earn. Are they worth half that amount?….not likely!

    I have absolutely no problem with his salary, as the heading says EARNS, that means he puts the work in and gets paid the going rate.
    Whilst the moaners stretch for their keyboards just think of this, get the qualifications and experience and you too could EARN big bucks. :-)

    What? I just choked on my tea when I read the headline. I’m all for talent being rewarded, but how can these salaries be justified?

    Let’s hope Clegg does get elected afterall, to ensure these characters get taxed at an appropriate rate!

    I think it is time these over inflated salaries were investigated. After all it is us the local council tax payer that is funding them. I dont know how these over paid people dare show their faces in an area when the average salary is in the region of 20 to 25 K.

    There are too many Executives on gold plated salaries and pensions in the Council which we the public cannot afford. The Gravy train has to stop otherwise the country is in trouble. Who is dreaming up these fancy job titles and salaries. The Public sector needs sorting out!

    I personally don’t have a problem with this at all! I think that they are doing a very important job and that they need to be paid to reflect the amount of responsibility they carry in their roles!

    And as for expences, regardless of whether you earn a minimum wage or £1million, you work for your money and shouldn’t be out of pocket when on business!

    well surely he pays 50% in tax under the socialist stooges in whitehall, that means he takes how a modest wage really, we should stop slating wealth, this is a labour trick to divide us, weath creating entrepreneurs drive our economy and what we need is less taxes and less envy from the socialists and more tax breaks for businesses to get the economy going again, get rid of brown, bring back the magic of markets, socialism has failed the UK PLC

    i’d like to see the conservative councillors who appointed him explain why they justify this while they feel the public sector generally is not valuable and is inefficient, surely this is why, because on top of these costs will be the same again for pension, NI etc, its unjustifable, i think for half that you could get a good cheif

    Is the salary gross – ie what he is rated at, or net – what he actually gets after the payment of Tax 50% NI (?) Pension contributions (and I thought that all higher rated earners had lost tax relief on pension contributions too)

    I would suspect that actual take home pay would be less than 90k

    I wonder if some of the more acerbic commentators would like a top limit placed on earnings – in which case why on earth would anyone bother to progress ? Why look for promotion if all it brings is more grief and no reward?

    Reminds me of Joyce Grenfell’s comment on anarchy – all very well in theory – but who looks after the drains?

    There is no point jumping to conclusions and moaning that they get paid too much, when you haven’t got all the facts and figures.

    If Mr Ryley earns £180,000 but through his experience and expertise creates/saves more money in proportion than somebody else in his position earning much less then he does; he has still been good value for money.

    Their expenses seem perfectly fine to me.

    In the world of business and most walks of life the cream will normally rise to the top. These people can’t keep accidently keep getting promoted pay increases if they have been doing a bad job.

    Nick Griffiths [#21] makes an interesting point about the Prime Minister’s salary. Members of Parliament, the Cabinet and the Prime minister are chronically underpaid versus roles in the private sector. This is why they exploited the expenses system. If they were paid properly in the first place…..

    This article seems designed to prompt exactly the sort of knee-jerk reactions that litter the page. It’s all very well thumping fists and preparing to man the baricades in disgust at these “vast” salaries, but as mentioned, they do reflect the going rate of senior posts within public service. Perhaps some of the cynical critics would prefer the whole of the local authority’s work to be privatised, outsourced, asset-stripped then subsidised from taxes.
    Please people, get over youselves. So many of the comments appear prompted by the jealously and petty-mindedness that buys into the media’s picture of feckless public officials. The media loves a story like this because if sells papers or get hits. Heaven forbid they should publish a headline like “Council Officer does good job on time within budget.”
    And yes, I relise what sort of pathetic comments those of you who hide behind pseudonyms will make of that last sentence.
    Just accept that, depsite all the whinging, the Council does actually do a pretty good job with increasingly limited resources in a highly litigious society, where many people demand a handout first and foremost as a right, regardless of what they might have done to contribute to it.

    What world do you live in?
    Certainly not the world where Shropshires’ roads will take 9 years to get put right again.

    If council Officers are doing such a good job why are our roads at an all time low?… answer me that if you can…and that is before we start on about wasted money on Darwin Statues etc…they really couldn’t run their own business if they had to fend for themselves. That’s why they don’t get jobs in the private sector…they couldn’t!

    The salaries are a reflection of their responsibility and personally, I think the private sector would probably pay more but you can’t compare really as the business is not for profit. If the job is so easy then everyone would be earning this wage!

    Also, why shouldn’t these people be allowed to claim parking expenses if it’s to do with work?

    I’m pretty sure that directors of private companies with a turnover of £628 million earn far more than Kim Ryley.

    I do know that public sector employees doing the same job as myself (I work in the private sector) are paid considerably less.
