I hope the testing scheme is extended to potential parents too. Most parents of today would fail miserably.

As a dog owner myself i think this is a fab idea as i have a neighbour with 2 big dogs rotweiller and a german shepard and the way those poor dogs are treated is a disgrace.. they are never walked as their owner cannot habdle them, they are left out in the garden all night and day. they bark all the time though i think it through boardom. i have cantacted everyone i can think of as the noise and the way they are treated is distrubing. i dont just think these tests should be just for potential owners but for those whom already have dogs so that the council can be should that the dogs already in homes are well looked after. i also think those who fail should have their dogs taken off them and some sort of training cousr sure have to be taken before they get their dogs back!!!!
