Report points to failures at council

Powys County Council is not doing enough to educate excluded people, planning bids need to be determined more quickly and rent arrears are higher than anywhere else in the country, figures have revealed.
The figures from the Welsh Assembly Government also show the county is behind on the percentage of classes with more than 30 pupils, on adults aged 60 and over who hold concessionary travel passes and on the use of brownfield sites for home building.
But council tax collection, children services, waste management, education achievement, and support for older people are among the best in Wales.
The figures show Powys County Council’s overall performance has improved, with more targets hit than ever before.
Councillor Leslie Davies, board member with portfolio responsibility for policy and performance, said: “We are pleased the data shows the council performing well in a number of key areas and performance is improving despite tight financial constraints.
“However, there are areas where improvement is still needed and the challenge is to build on our successes and develop those under-performing areas.
He said the figures had been released by the assembly’s local Government information unit, which had compiled the results of more than 225 performance measures for 2007/8.
