Councillor found guilty of code breach

Councillor Tudor BebbA Shrewsbury borough councillor was today found guilty of breaching the code of conduct by failing to declare a personal interest at a planning meeting. Tudor Bebb must undergo further training on the code.

The decision was made by the authority’s standards sub-committee.

Complainant Wynne Jones told the panel at the hearing he was “disgusted” after Councillor Bebb failed to declare a personal interest at a development control committee meeting last August.

The panel found Councillor Bebb was in breach of the code as he did not declare an interest despite knowing Councillor Yvonne Holyoak, who opposed Mr Jones’s plans to demolish a property in David Avenue, Pontesbury, and replace it with two homes.

But after hearing from council monitoring officer Gareth Owens that several other councillors may also have breached the code at the same meeting, the committee said training should be offered to all members.

Councillor Bebb claimed he was not in breach of the code as he did not have a close association with Mrs Holyoak. He said he had been made a “scapegoat”.

Standards committee chairman Julia Buckley said the body recommended Councillor Bebb received further training by the date of the next development control committee meeting or within the next month.

She said the matter would be referred to the next standards committee meeting to discuss training for other councillors because of the “wider issues” brought up.
