Litterbug children face £75 fine

Children as young as 10 could be fined £75 for dropping litter after Telford & Wrekin Council backed plans to introduce higher penalty rates.

The fine has increased from £50, as the borough council attempts to clean up the town’s streets.

People who graffiti or put up fly-posters will also be hit with the same fixed penalty rate. The new measures were supported by cabinet members at a meeting last night.

Children will be eligible for a £75 fine although the council, which says it has a duty to help them develop a responsible outlook, will first give them a chance to change their behaviour and be monitored for six months.

After six months, if the youngster has not been involved with any other incidents, the case will be closed.

Council chief executive Steve Wellings, said: “I think this is about something that has been socially tolerated but is now totally unacceptable. People who drop litter or fly-tip are as anti-social, if not more so, as people who cause trouble through alcohol.

“For too long now this sort of thing has been tolerated. What this report is saying is we are not going to tolerate it anymore.”

Vic Tonks, of Telford & Wrekin People’s Association (Tawpa), said: “The problem is with getting young mothers to bring the children up not to drop litter.”

    Tell me, when was the last time anyone was actually fined – enforcement only works when it takes place.

    “£50 or £75, Whatever” I can just hear the children of the new town say. If £50 wont do it, hiking it up will make little difference. It’s Maggies’ generation of parents who grew up with the ‘no such thing as society’ point of view and now find now reason to care about others. The post war generations (eg 1940s to 1980s) care something more than those since then. Thats the bigger thing that needs sorting.

    I have seen people of all ages dropping litter,such as drivers
    tipping out their cigarette ends.And shops have to take some of the blame too.
    This will never work, i think a few days of picking up filthy rubbish
    preferably on a rainy day would be better but you have got to catch them first.

    will the council get fined as well because last summer on the town park the bins were bulging full of rubbish yet the the council don’t rush to empty these bins half the time,but do agree if you drop litter you pay a fine,and the money should go to an officer telling the kids in the schools to bin it or pay the penalty.

    Vic Tonks has the answer – “young mothers” – what’s that all about?

    Cigarette ends are bad – and lots of people do drop them and/or lob them out of car windows. But to be fair fly-tipping is worse – i thought the fine was much larger than £75?

    Dog owners carry bags for there “dog rubbish” why not get school kids to go around and pick up the rubbish they leave , when I were a lad the teachers would make you do litter duty.No discipline or respect for elders these days.
