Row over £56m retail park bid

A row has erupted over plans to build a £56 million retail and leisure complex in Oswestry which would create hundreds of jobs and attract thousands of visitors.
While some have hailed the proposed development on the outskirts of the town as “exciting” and one which will boost the local economy, some town centre traders fear it will serve as a “death warrant” for town centre businesses.
Yossi Gliksman, owner of Upstairs Downstairs in Leg Street and chairman of the Chamber of Commerce in Oswestry, said businesses are up in arms over the proposals for the livestock market site.
He said about 80 business leaders in Oswestry objected to the development plans at a recent meeting and have united in the fight against the proposals.
“Although we welcome the development of the cattle market, which has always contributed to the economic welfare of Oswestry, a retail park on the outskirts of the town will be devastating,” he said. “The repercussions will be huge and will affect all the town centre businesses.”
Mr Gliksman added: “There are around 200 small businesses in Oswestry and each and every one is working incredibly hard to survive in this small market town.”
However, council officials and north Shropshire’s MP Owen Paterson have welcomed the scheme, which will include a multiplex cinema, a supermarket, restaurants and retail outlets.
“The overall investment is a huge vote of confidence in Oswestry and will help us compete with neighbouring towns and prevent retail slippage,” said Oswestry Town Mayor Doris Barrow.
“This can only benefit the town generally, boost local economy and provide new employment opportunities.”
Mr Paterson said the “imaginative” scheme will make an “excellent” use of a strategic site in the town, bringing jobs and prosperity to the area.
Development company Liberty Mercian Ltd, which has worked on town regeneration projects across England and Wales, joined forces with the landowner, Oswestry Town Council and Oswestry Cattle Auctions in 2007.
And Mark Jones, based at the National Farming Union’s Oswestry office, has also welcomed the proposals. He said: “I’m delighted with this proposal as the livestock market needs to be modernised. We have a fantastic farming community in the area which supplies the market and we want it to be the largest and best.”
He added: “If this proposal brings in other larger retailers selling high-quality local produce I would also be very pleased.
“This development is important for the town and we are always pleased to see investment, new jobs and improved facilities.”
And now Oswestry residents are being given the chance to see the plans for the multi-million pound development on land at Oswestry Livestock Market, for themselves.
Public consultation exhibitions will be held in the town’s Memorial Hall, Smithfield Street, on Thursday from 11am to 7pm and again on Friday from 10am to 5pm.
“We hope lots of people will attend our exhibition and see the plans for themselves,” added Chris Towers, of Liberty Mercian.

It just shows how the multi-nationals can do as they please – if they include the words “will create jobs” in planning (?) applications.
Oswestry is one of the few places not too seriously blighted by supermarket culture, where real shops still exist.
What a shame.

i reckon the retail park will be a great idea it would make people visit oswestry more and provide more jobs for people. i dont reckon it would effect the other shops and buisness because they could move into the complex.

About time we had some money ploughed into redeveloping the area. Yossi Gliksman needs to take a reality check. Like many other residents I never go into Oswestry town centre as it has nothing to offer and awful parking facilities. I am more likely to drive to Wrexham which is only 20 minutes away. Oswestry is a ghost town apart from charity shops and travel agents.

Jet – it would be nice to go back 30 years, when the Smithfield was heaving with farmers bringing livestock to market, when the Wednesday and Saturday markets were crowded and bustling. When corner shops existed – and didn’t look like mini Fort Knox’s with bricked up windows and steel doors.
It would be nice – but it will not happen.
People head out of Oswestry to shop in Wrexham, Chester, Shrewsbury and further afield, because that is what they want to do.
The choice seems to be to try to compete by offering people a choice of what they want, or put the shutters up and hope that the 21st century will go away.
I agree that design is important Steve – so go along to the exhibtion and ask for something better – but take a good look at the 1950′s retro feel to Oswestry College at the same time! Thats not good design, thats disposable architecture.
Andrew – poor quality shops? where were you suggesting, on this site, or perhaps like the Penda Retail Park? or the acres of “charity” and “seconds” shops we already have in Oswestry – thats real quality for you!
I have my doubts about the 5 screen cinema – I know everyone has been demanding one for years – but IF they get what they have been asking for will they use it? People were also clammering for a bowling alley – anyone know if the one at Park Hall is every actually used?

We had Tesco wanting to build on the old Railway buildings.
Then we had the plan to build more out of town shops next to the Cattle Market.
Now we have shops being built on the cattle market itself.
The Penda Retail Rark shows how little benefit this type of development will acctually makes.
When will the Town Planners in Oswestry actually do something useful for the town?
As a town we will continue to decline unless some jobs actually come to the area.
The facilities provided are not of the standards seen in other Shropshire towns.
The Swimming Pool is well past its sell by.
The Sports facilites do not compare with even towns like Bridgenorth.
The talk of a Hospital village drags on and on as more second rate schemes are proposed and quite rightly rejected.

great a kcf & mcdonalds know doubt. It’ll take more than this to turn round Oswestry, I cant recall the last time I shopped in town, much rather travel to Chester or Shrewsbury thank you very much.

As someone who has lived in oswestry all my life and seen it decline to the shell we see today it is quite clear that the present model isnt working. The town is crying out for investment before it becomes a sleeper town by this i mean we all live here but travel elsewhere for shopping and entertainment and i welcome the day i no longer need to travel to shrewsbury or wrexham to shop and feel that a handful of people with self intrest accept this and move on
