Ken targets ‘gas guzzlers’

Londoners with the least environmentally-friendly cars will face a charge of £25 a day to drive their vehicles in the centre of the capital.
The announcement was made by the Mayor of London Ken Livingstone as part of his scheme to reduce the contribution of urban traffic to the greenhouse gas emissions that cause global warming.
From October 27th cars with the highest greenhouse gas emissions, such as the so-called ‘Chelsea tractors’, high powered sports cars and luxury vehicles, will pay a daily charge of £25 to drive in the central London congestion charge zone.
Cars with the lowest carbon dioxide (CO2) emissions will only have to pay the standard congestion charge.
Mr Livingstone aims to reduce London’s CO2 emissions by 60 per cent by 2025.
“Nobody needs to damage the environment by driving a gas guzzling Chelsea tractor in central London. The CO2 emissions from the most high powered 4x4s and sports cars can be up to four times as great of those of the least polluting cars,” he said.
“I think this scheme will start a cultural revolution whereby drivers in every city in Britain start to think about the impact on the environment of their choice of car and how they plan their journeys.
“We will be closely monitoring this scheme to ensure that goal of reducing traffic congestion in central London remains a central priority.”
The announcement has been welcomed by Friends of the Earth director Tony Juniper, who described road traffic as “one of the biggest contributors to climate change”.
“Measures that get people to choose greener cars, as well as to drive less, are urgently needed,” he said.
“Charging gas-guzzling vehicles more to drive in central London is extremely welcome and supported by most Londoners.”

Ah.
This will be Red Ken’s “Envy Tax” then. This is not about “Chelsea Tractors”, or “urban 4×4′s”, this is about taxing people who drive desirable cars.
Or is it?
It certainly is NOT a congestion charge as a new Ford Mondeo estate takes up no more road space than a Freelander or a Range Rover.
So it’s an environmental tax then?
Erm. So a Nissan Micra driver who traverses the City CC zone all day burning 3 gallons of fuel is much better than the Range Rover driver who drops the kids off at the school, and returns home having burned 0.50 gallons of fuel?
I know I don’t live in London (thank the lord), and I should not have an opinion on it, but nothing seems to stack up on Komrade Ken’s C-Charge apart from sheer mean-spiritedness from a failed extreme left-winger with his own anti-car agenda.
It’s also quite interesting that, on the introduction of the C-Charge, many other cities across the world sat up and looked on with interest at the outcome. None, as far as I’m aware, are now planning similar schemes. Unsurprising really, considering the failiure of the scheme (Oxford Street choked with stationary buses for example).
Maybe more concerning is the “function creep” of the cameras installed to police the C-Charge. Their remit has now expanded from recording vehicle number plates to the casual surveillance of London’s populate for other, totally unrelated, reasons.
There is a light at the end of the tunnel, though. Cars built before 2001 with an engine capacity of less than 3-litres will still only be charged £8 per day! So. If you live in London, stick two fingers up at Komrade Ken and buy either a Skyline R34 GTR, or a Ferrari F40. Or, even better, a Land Rover Defender!
