What is this sheep wearing?

Who is this man and why has his sheep got something on its back? This gentleman is likely to be from Hadley, as the photographer was “Jones, Castle Street, Hadley”.
It may date back to the 1920s or earlier. This is one of a number of photos loaned to us by Graham Leddington, of Wellington.
An electrical contractor by trade, he doesn’t remember exactly how he came by them but thinks that they were about to be thrown away and he rescued them.
