Bicycle picture real mystery

This photo has no information on it whatsoever, apart from what you can read for yourself. “This was the Shropshire Path Champion of 1922 and 1923″.
The photo comes from the collection of Ray Farlow. While at first glance the bicycle looks quite modern, closer examination shows it appears to have no brakes.
So how did he stop? Nor are there any gears to be seen. There is, however, a bell.
And is he balancing, or is he propped up?
