More than 280 cannabis plants were seized by police officers in a dawn raid on a flat in Market Drayton.
Officers arrested two men at the flat in Cheshire Street on Thursday morning, and a third man later that day in Birmingham on suspicion of cultivation and possession with intent to supply.
All three were questioned and released on police bail. Two of them are suspected illegal immigrants and have been handed to the Immigration Service.
West Mercia Police spokeswoman Maria Hawkaluk said hydroponics and cultivation equipment was also found.
