Shrewsbury and Atcham Borough Council will be able to allocate only £25,000 for new flood defences, sparking a call for funding from the Environment Agency to help pay for a scheme.
Councillor Dr Maxwell Winchester said people in the Coton Hill and Greenfields areas were “trapped” every time the River Severn broke its banks.
His comments come after the council’s scrutiny committee drew up a list of areas in need of flood alleviation schemes.
But an officer report to the council’s cabinet says: “The only money in the council’s budget that can be allocated to flood alleviation is the £25,000 contribution received from the developer of Benbow Quay through the Section 106 agreement for the site.”
The committee has called for the Environment Agency to be asked for the provision of additional flood defences for Shrewsbury.

I’d rather be “trapped” and dry, than “trapped” and wet.
There are other areas of the town the money could be spent where homes get flooded rather than roads, surely the money would be better spent there?
SABC can only afford £25,000 for flood defences?
SABC councillors recieved twelve times more than that in expenses last year.
