Quad bike treat for tearaway

Magistrates handed 14-year-old Luke Mansell an Asbo yesterday to try to stop him terrorising Donnington.

But the court was told he will also be offered treats to show he can get a “buzz” in other ways.

Magistrates heard people in Donnington have been living in fear of Mansell for two years, with some too frightened to leave their homes and others even moving away.

Yesterday, at a civil court hearing in Telford, the teenager, formerly of Park Road, Donnington, was given a three-year anti-social behaviour order.

The court heard Mansell, who previously lived with his mother but is now in care in Oakengates, exposed himself and threatened people.Miss Catherine Girvan, prosecuting, said: “Luke’s behaviour in the past has not really been dealt with.

“The purpose of making the Asbo is to tailor-make some prohibitions which will tackle the behaviour which we’ve had from Luke and make it clear to him what he can and can’t do.”

Mrs Kathryn Weaver, for Mansell, accepted the Asbo was necessary, but sought to reduce some conditions.

“The care home will be offering activities to Mansell, including quad-biking trips, to show him he could get a buzz from something other than his anti-social behaviour,” she said.

She said Mansell had been under supervision and surveillance which involved a curfew and an electronic tag.

“He’s now in education 25 hours a week and he’s enjoying himself,” she said.

Mansell told the court about his programme.

“It’s taking up most my time so I don’t have no time to get into trouble,” he said.

Magistrates granted the Asbo. It bans Mansell from using threatening or violent behaviour and foul, abusive, insulting or racist language.

He must not cause harassment, alarm or distress.

He must abide by a curfew, staying home from 8pm to 7am unless in the company of his mother or a person acting as his parent and may not drink alcohol in public.

He must not damage property, start fires or trespass on gardens in the area of Donnington bordered by Wellington Road, Wrekin Drive, Oakengates Road and Furnace Lane.

Mansell was warned he faces custody or a fine if he breaches the order.
