Path dispute delays moves

People are still waiting to move into a new housing complex in Mid Wales following a delay in paperwork dating back 18 months.

Court Valentine, Llanidloes, was completed in July this year and a dozen of the 24 one and two-bedroom apartments have already been bought.

But developers Merlin Homes said, because it had not received a legal agreement which relates to a closed footpath through the site, no-one could move in.

The path runs through the court from Mount Lane car park to Great Oak Street and is used by the public as a short cut to the shops.

Merlin Homes spent £20,000 refurbishing the path on the basis it could be kept as private and its opening times restricted to 8am-6pm, which it said was agreed with the council, so residents would not be disturbed by people walking through the courtyard late at night.

However, shops and business expressed fears over the impact caused by the footpath being closed.

Merlin Homes, from Aberystwyth, said it had been waiting for it from Powys County Council since March last year.

Meirion Ellis-Jones, managing director, said: “We have got an awful lot of property sold and we cannot move forward because of the agreement.

“We are pulling our hair out and have never seen anything like it in our lives.”

John Evans, Powys County Council spokesman, said: “The draft agreement has been the subject of considerable detailed negotiations, particularly surrounding the footway, which are ongoing.”

    Pathetic.How much more “detailed negotiations” do they need. 18 months is a very long time for individuals to have their lives put on hold. Still, normal standards for P. C .C.one suspects.
